MESA COUNTY LIBRARIES

POSITION TITLE:  Head of Human Resources     EXTERNAL TITLE: Human Resource Manager    

DEPARTMENT:  Administration    GRADE:  31   FLSA:  Exempt          FTE:  1.0

POSITION DESCRIPTION:  Responsible and accountable for planning, establishing, overseeing and coordinating all HR policies, systems and services for the library

SUPERVISION RECEIVED:  Works independently under the direct supervision of the Library Director.

FUNCTIONAL RELATIONSHIPS: Accounting Clerk, Executive Assistant

ESSENTIAL FUNCTIONS: 

Employee/Recruitment Services -Provides timely recruitment, screens applicants, schedules interviews, participates in the interview process and placement of high-quality employees to satisfy MCPLD’s staffing requirements.  Ensure that staffing priorities are met district-wide. Upon request, evaluates positions and employee compensation to ensure both internal and external equity and assist MPCLD to attract, retain and motivate employees to accomplish the organizational objectives.  Administers, evaluates and makes suggestion for programs by which employees receive benefits (non-monetary) compensation to ensure the MCPLD attracts, retains and motivates employees to accomplish the organizational objectives.  Assist supervisors with personnel issues.

Compliance -Administers and oversees state and federal regulatory compliance including FMLA, ADAAA, Workers’ Compensation, COBRA, FLSA, ADEA, etc.  Oversees the development, coordination, distribution and communication of all personnel policies and procedures.  Oversees and coordinates the EEO policies and procedures.   Ensure safety procedures and policies are in place, communicated and adhered to by members of the staff.  Researches and make recommendations for methods to reduce employee on-the-job injuries and accidents resulting in reduced Workers’ Compensation insurance rates. Co-chairs Safety Committee with Safety Coordinator.

Training and Development - Defines all Human Resource training programs in conjunction with the training committee. Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports.  Manages the performance management system.  Establishes an in-house employee training system that addresses training needs including training needs assessment, new employee orientation or on-boarding, management development, the measurement of training impact, and training transfer. Assists managers with the selection and contracting of external training programs and consultants. Assists with the development of and monitors the spending of the library’s training budget. Studies and recommends wellness programs appropriate for MCPLD and the staff.

Other Projects - Prepares and oversees budget for HR function.  Attend training and seminars to ensure highest level of knowledge and compliance are available.  Responsible and accountable for planning, establishing, overseeing and coordinating all Employee Relations and Communications for Mesa County Public Library District employees.  Communications including new employee orientations,.  Serve as a liaison with Triad EAP, Employee Health insurance provider(s) and CCOERA retirement system.

Management Team: Participate in the Library District’s management team. Work with other managers to develop needed policies and procedures for the library, and interpret these for staff and patrons. Serve as an example for all staff in providing library service and communicating expectations. Stay current on library issues and trends. Actively participate and contribute to various library committees and activities. Maintain a fully trained staff and help insure that minimum staffing priorities are met district wide. Work with community organizations to enhance and promote library services. Take on other projects and tasks at the direction of the Library Director.

Maintains self-development and keeps up-to-date on Library affairs: Attends monthly staff meetings and training; attends external trainings as requested, stays aware of changes via staff wiki. Performs other duties as assigned or requested: Performs additional duties as opportunities arise that assist the department and the Library in achieving specified goals and objectives.

Ability to maneuver about the library in a timely fashion

EDUCATION & EXPERIENCE:

About the Mesa County Public Library District The Mesa County Public Library District serves approximately 148,000 residents of Mesa County, located in far western Colorado at the junction of the Colorado and Gunnison rivers. The library operates eight locations that serve a variety of communities, from an urban center to small mountain towns. The largest location, the Central Library in downtown Grand Junction (population 58,704), is scheduled to reopen in June 2013 in a newly expanded and renovated 45,000 s.f. facility that serves as an important attraction in the city’s downtown area. Other branches serve: - Clifton, an unincorporated area of approximately 20,000 people; - Fruita, a rural community of 12,677 which is becoming a world-renowned hub for mountain biking; - Orchard Mesa, a mixed agricultural and residential area on the south side of Grand Junction; - Palisade, a charming small town at the center of a thriving wine-producing and peach-growing region; - De Beque, a historic ranching community that serves as a base for the energy industry; - Collbran, a ranching and recreation town at the base of the towering Grand Mesa; and - Gateway, a small, remote town in a spectacular redrock setting. The library district includes all of Mesa County, Colorado and is overseen by a seven-member Board of Trustees. Mesa County Libraries are part of the Marmot and Prospector library networks, which provide patrons with access to 11 million titles at libraries throughout Colorado and Wyoming. In 2012, Mesa County Libraries recorded almost 727,000 visits and approximately 1.36 million checkouts. In recent years, the district has moved several branches into new locations to provide better and more convenient service to the public.
