Job Description

The Arapahoe Library District is a new kind of library that embraces progress and change while maintaining traditional services. We are looking for a Procurement Specialist to join our Finance team. The ideal candidate is a highly conscientious, detail-oriented, and self-directed individual with prior purchasing or administrative experience who is willing to advance their career through training as a Certified Professional Public Buyer. You will be responsible for supporting decision-makers in a wide-variety of purchasing decisions for our library district.

 

Location: Support Services facility of the Arapahoe Library District, 12855 E. Adam Aircraft Circle, Englewood, CO 80112 (near Centennial Airport)

Salary Range: $44,400 - $55,500 per year, depending upon qualifications, plus competitive benefits

Hours: Full-time, 40hpw, non-exempt position with flexibility in work hours between 8am to 5pm, Monday through Friday

Role: Procures materials, supplies, and services for a public library system.

Major Duties and Responsibilities:

50% - PURCHASING – Purchases goods and services by reviewing bids and purchase order requests for accuracy, quality, quantity and cost in order to achieve the greatest cost/benefit for the organization.

20% P-CARD ADMINISTRATION – Administers the P-card program by training users and auditing transactions in order to appropriately account for purchases.     

20% REQUEST FOR PROPOSAL COORDINATION - Administers the Request For Proposal (RFP) process for large dollar purchases by facilitating the gathering of information, drafting RFP language, posting RFPs, coordinating vendor meetings, and facilitating decision-making , and reviewing contracts in order to ensure competitive selection of business partners for the organization.

10% RESEARCH - Recommends suppliers and products by researching information and negotiating with vendors in order to recommend the most cost beneficial products and services.

Performance Expectations:

1. CUSTOMER RELATIONS - Outstanding and personalized support to decision-makers.

2. PURCHASING - Timely and effective purchasing of supplies and services.

3. P-CARD ADMINISTRATION – Effective and timely administration of the P-card program.

4. REQUEST FOR PROPOSALS - Effective and timely RFP administration.

5. RESEARCH - Effective research and recommendation of suppliers.

Minimum Qualifications:

Bachelor’s degree in business, accounting or related field, required.

Three years purchasing or related administrative experience, required.

General knowledge of workflow management software (Tyler)

Intermediate skill in Internet Explorer, Outlook, Excel, Word

Analytical, negotiating, interpersonal, verbal and written communication skills

Skilled in establishing and maintaining effective working relationships with vendors and suppliers

The Arapahoe Library District operates eight branch libraries, including mobile library services, and a library at the County Detention Center, funded by the Arapahoe County Sheriff's Department. A seven-member Board of Trustees sets the library budget and determines policy.
