Job Description

Position is located in the Morale, Welfare and Recreation Department at Fleet Activities Sasebo, Japan. The incumbent is responsible for directing overall library operation providing mission, education, and quality of life support to base personnel, their families and retirees. Responsible for the full library functions to
include library administration, personnel management, circulation services, reference/research services, technical services and technological development and support.

BRIEF DESCRIPTION OF DUTIES: The incumbent develops budgets and establishes short and long-range library plans. Monitors funding allocations, meets expenditure targets, and justifies unfunded requirements. Responsible for work force management and staff training. Structures assignments of employees based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments and the capabilities of employees.
Provides reference and research services using a broad range of current and retrospective resources, as well as a variety of resource formats; i.e., print resources, non-print resources, on-line databases, other libraries, or external subject resources. Devises appropriate search strategies and handles advanced and complex subject-matter inquires.
Incumbent develops collection management and ensures compliance. Develops a selection plan to match resource requirements and priorities requirements against available funds.
Reviews the acquisition of materials from central funds for approval/disapproval. Accurately develops, prepares, and justifies library budgets.
Oversees special events, activities, and development of displays and exhibits, highlighting themes dealing with a wide range of topics. Tracks Marketing program cost and evaluates program effectiveness. Develops and maintains contact with professional and service organizations to promote specialized programs and exhibits.

Selectees initially recruited from the United States or who are already on a Transportation Agreement will be entitled to transportation and moving costs for themselves and their family members. Household goods may beshipped and a housing allowance is paid to cover monthly housing and utility costs.

Compensation includes base pay, a Post Allowance which is a non-taxable (federal) (35% of base pay) allowance based on the Japanese yen rate of exchange and a Living Quarters Allowance sufficient to pay for a housing unit within close proximity of the Naval base (could be as much as $30K). You may also ship and/or store your household goods. These and other benefits are available to those personnel hired on an overseas transportation agreement.
