Job Description

Opportunity for Resourceful Library Director with excellent Interpersonal Skills in
Leadership, Operational Management, and Community Service for the Uinta County Library, a system of three county libraries in the rural Rocky Mountains of Wyoming.

Qualifications
The five-member Board of Trustees seeks an energetic, creative leader who enjoys people, has experience
working in a public library, responsible for the daily operations of the main library and two branches;
working directly with the Board and a related foundation board. A Master’s degree in library science from an
ALA accredited university is required, as well as successful experience working with local officials, community
organizations and agencies.

Responsibilities
The Director is responsible for the administration of all library functions. The Director is responsible for providing leadership for public services, implementing library policies, procedures, and projects, securing funding,
developing a budget, managing the library’s funds, supervising staff and volunteers, directing the collection of
library materials and technical services, promoting and advocating the library system, planning for the library’s
future, and managing the library facilities. The Director reports directly to the Board on policy, strategic planning, fundraising, activities, public relations, personnel, and budget issues as needed.

Library funding primarily is secured by a county-wide one mil levy. The Director oversees a staff of seven
full-time employees & 17 part-time employees and serves a total county population of 21,118 in the
communities of Evanston, Lyman, Mountain View, Bear River, and Fort Bridger, Wyoming.

Compensation / Application
The Director position offers a salary of $45,000 based on qualifications, with a generous benefits package

Job Description

Primary Function

The Library Director serves as the Chief Executive Officer of the Uinta County Library system working with the Library Board of Trustees which has the legal responsibility for governing the library and hiring the Director.
The Director is responsible for providing leadership for public services, implementing library policies, procedures, and projects, securing funding, developing a budget, managing the library’s money, supervising staff and
volunteers, directing the collection of library materials and technical services, promoting and advocating the library system, planning for the library’s future, and managing the library facilities.

Qualifications

· Commitment to the mission and philosophy of public library service.
· Outstanding communication, leadership, and management skills.
· Ability to successfully motivate staff, work well with Board of Trustees, Foundation Board,
County Commissioners, and various community people and organizations.
· Appropriate education and experience in public library service.


Principal Areas of Accountability

Work with the Library Board of Trustees
Provide administrative support to the Library Board, assisting the board president with preparing the monthly
board meeting agenda, providing supporting materials for the agenda, preparing and justifying the annual budget, keeping the board informed of issues and challenges facing the library, presenting options for solutions, orienting
new board members, keeping board members informed of community events, fundraising, gifts, grants, and celebration activities. The Board and Director are responsible for developing a long range strategic plan for the Library.

Public Service and Materials
The Uinta County Library system is expected to operate in a friendly, helpful, positive manner that help patrons
feel welcome, well served, putting the needs of library users first in service and respect. Library services include materials for all of Uinta County citizens, including reference and information services, electronic technology that promotes easy access to materials, library services, information, and community events.

Collection Development
The Director is responsible for overseeing the selection, processing, and cataloging of materials that meet the
needs of the three community libraries in the county in synchronization with the Collection Development policy.
The Library is a member of the Wyoming Library Association, WYLD Network, providing inter-library loan materials to our patrons as well as utilizing the resources of the Wyoming State Library.

Supervise Staff and Volunteers
The Director hires, trains, supervises, and evaluates all library employees according to local policies and
procedures as well as state and federal laws, apprising the Board in a timely manner.

Development and Management of Library Budget
Annually the library submits a budget to the Uinta County Commissioners for the next fiscal year in cooperation
with the Board of Trustees, including an annual presentation to the Commissioners. Operating within the budget is
the responsibility of the Director, presenting bills each month for the approval of the Board and the annual outside audit.

Policies and Procedures
The Director keeps policies and procedures up to date, working with the staff to insure the smooth operating of
daily services to the public that are consistent with excellent staff teamwork and morale, quality and friendly
service, approved by the Board, and in compliance with local, state, and federal regulations.

Public Relations and Promotion of the Library
Effective coordinated public relations and promotions are the responsibility of the
Director. The community view of libraries in the County is a direct reflection of how the Director and staff
advocate and promote each library, how well patrons are served, friendly accessibility to materials and services, being a visible member in each community, and responding to the needs of community members.

Manage the Library Facilities
Uinta County work crews are responsible to oversee the care and maintenance of all three county library facilities and grounds with the coordination of the Director.

Building a Vision of the Future
The Board and Director, in conjunction with each community in the County, are responsible for developing and implementing a long range strategic plan for the Library system so that services will be constantly changing and improving to meet the challenges and needs of the future.

The Community

Uinta County, the southwestern-most county in Wyoming, was names for the Uintah Indians, and in their language the word means "healing waters." The county covers nearly 2,000 square miles.

Evanston (population 12,324) is a railroad town that was founded in November of 1868 when Union Pacific crews were laying track through this part of the county. It has the only remaining complete roundhouse on the old Union Pacific line between Omaha and Sacramento. Surrounded by mountains on all sides, Evanston is a recreational mecca for fishing, hunting, hiking, mountain biking, wildlife viewing, camping and many other outdoor recreational opportunities.
