Job Description

This is a Limited Position with the Jefferson County Public Library. The position will end by June 23, 2015. See "Benefits" tab for a summary of the benefits available for this limited position.

This position performs technical and clerical work in the areas of payroll and human resources for JCPL. Employees in this classification work under the direction of the Employee Relations Manager and within a framework of established library policies, rules, regulations, and standardized procedures. The incumbent has a working knowledge and understanding of the services and duties of the department and the overall role and relationship of the department to total library services and operations.

HR Technician - Provides administrative, clerical and technical support to Human Resources in areas such as personnel records creation and employee file maintenance. Creates and maintains employee service records, tracks and files personnel actions, new hire documents and performance documents. Audits employee files for completeness and accuracy. Prepares and scans recruitment documents, maintains electronic filing of recruitment records for JCPL. Creates employee letters and notices as requested. Prepares packets of training materials, assists with set up of New Employee Orientation meetings and other training events. Maintains confidentiality of information and records consistent with applicable federal, state and county regulations. Serves as back-up to HR Generalist with PA processing in his/her absence.

Payroll Technician - Responsible for all payroll duties for JCPL (salary calculation, merit increases, retro/final pay). Receives electronic time sheets from staff and timekeepers, monitors for completeness and accuracy before transmittal to County Payroll. Responds to problems & questions about the system, provides training on aspects of the system to new employees. Ensures adherence to policies, procedures and standards. Maintains electronic files according to HR policies/procedures, JCPL on-line organization charts and employee directory, including maintaining the confidentiality of certain essential information, confidentiality of the system, information and records consistent with applicable federal, state and county regulations & a collaborative working relationship with county payroll partners.
