QUALIFICATIONS:
Master of Library Science degree (MLS) Must have 18 to 24 months experience as a MLS professional librarian in a public library. Trainee candidates must have at least 12 months experience as a MLS professional librarian in a public library.
North Carolina Public Library Certification within 18 months of employment.
DUTIES:
Assesses needs, current and future, of the community and library services, cultivating, managing and sustaining strategic partnerships that increase the library’s capacity to reach underserved populations. Responsible for the design, development, coordination, implementation and evaluation of services for those community members unable to access, or unaware of, library services through traditional methods. Develops evolving plan for extending library services into the community; defines target area populations through demographics and available planning documents and statistics and identifies underserved populations; improves library awareness within the community; works closely with management level staff to develop implementation plans and methods; determines effectiveness of outreach activities; communicates library awareness plan, its purpose and its value to the community and to the staff.
Writes grants to improve, expand or study outreach and library awareness capabilities; develops community partnerships; visits agencies to assess partnership/relationship potential; documents, maintains communication and evaluates community partnerships.
Coordinates library’s participation in large community events; works with Friends of the Library officers to coordinate Friends volunteers for special events.
Develops presentations, training and programs for groups of various sizes; works closely with the Training Coordinator to ensure that staff conducting outreach have needed skills; presents annual update to Board of Trustees
Serves on councils and committees as assigned; ensures a steady communication flow of library outreach activities, solicit ideas, and build staff relationships; helps design and develop promotional materials to enhance library awareness
Coordinates the creation of and/or creates brochures and bibliographies on library resources; keeps up with current trends and issues in librarianship via professional reading and participation in library-related listservs, webinars, etc.

Selected applicant must have or obtain, and maintain a valid North Carolina driver’s license with an acceptable driving record; must have access to transportation; background check with local law enforcement agency required; and must submit to a drug-screening test and receive a negative result for the use of drugs specified in the county policy. Refusal to submit to testing or a confirmed positive test shall be basis for withdrawal of the conditional employment offer.
