Job Description

BROAD  SCOPE  OF  POSITION:   It is the mission of the Pikes Peak Library District to seek, engage, and transform lives through library services and resources that enrich individual lives and build community.  This position operates in a diverse environment to help fulfill the mission of the Library by overseeing all governmental finance functions for the department ensuring District-wide compliance to budgetary policies and procedures. This position oversees processing of cash receipts and disbursements, employee payroll, preparation of all monthly and annual financial reports, and preparation of the annual budget. This position also provides direct supervision to Finance Office staff.

ESSENTIAL FUNCTIONS:

Directly supervise Finance Office staff; including an accountant, a payroll specialist, an accounts payable specialist, and a finance office clerk. Reviews all work generated by the Finance Office staff, including but not limited to, purchase orders, cash disbursements, cash receipts, and bi-weekly payroll. Ensures compliance with the Library’s Financial Guidelines; develops recommendations as needed.  Maintains Library’s internal control systems; makes recommendations for improvements as needed.  Serves as a MUNIS (integrated financial/payroll/human resources software system) liaison with the vendor; develops and maintains an “expert” knowledge of the system, and works with the Training Coordinator to develop and implement MUNIS training programs/sessions.  Prepares/oversees the preparation of a draft of the Comprehensive Annual Financial Report, including the basic financial statements, the supplemental schedules, the footnotes and the statistical section.  Works closely with the independent auditors to coordinate and complete the annual audit process; prepares/oversees the preparation of all audit schedules. Works with Chief Finance Officer to develop annual budget processes; work with library managers and supervisors to develop annual budget proposals; oversees the process of budget data entry; prepares draft of the annual budget. Develops recommendations for any mid-year supplementary budget resolutions.  Works with Chief Finance Officer to adjust and maintain long-term financial plan. Ensures compliance with all Federal and State reporting and filing requirements. Prepares/oversees the preparation of all monthly financial reports. Reviews all bank and investment account reconciliations; ensures they are prepared timely and accurately. Prepares/oversees the preparation of reconciliations of all asset and liability detail account balances and transactions. Prepares draft of annual statistics report; works with Executive Assistant to complete annual surveys. Initiates all wire transactions between the library’s investment accounts and its operating bank accounts to cover all cash disbursements. Works with Human Resources Office related to fiscal viability of all employee benefit plans. Responsible for the coordination of all library liability insurance programs; submits claims and follows through with claim administration as needed. Ensures compliance with all financial rules and regulations, including adherence to the provisions of TABOR. Works closely with the Information Technology Officer to ensure compliance with the Library’s eRate programs. Ensures compliance with all financial requirements for all library grants and donations. Works closely with Library Foundation staff to provide all financial and fiscal assistance needed. Reviews and evaluates all designated fund activity. Performs other duties as assigned.

Additional Info & Requirements

  • Minimum of three years in an accounting capacity and a minimum of three years of recent supervisory experience over financial staff.
  • Prefer three years of governmental accounting experience or three years of public accounting experience with an emphasis on governmental auditing or accounting; or a combination of the two.
  • Computer proficiency using Microsoft software applications (specifically MS Word, Excel, Outlook).
  • Excellent written and verbal communication skills, the ability to work in a team environment, a “whatever it takes” work ethic, and an excellent customer service attitude.
