Job Description

Under general supervision of the Finance Officer, this position is responsible for the direct supervision of five FTE staff in all facets of government finance at PPLD. This position is responsible for the processing of all cash receipts, cash disbursements, payroll, preparation of all monthly and annual financial reports, and preparation of the annual budget. 1. POLICIES AND PROCESSES A. Responsible for the review of all Finance Office policies and procedures; makes recommendations for changes as appropriate. B. Responsible for all processes related to the Finance Office’s computer accounting system. C. Works as part of a team environment to select and implement a new computer accounting and human resources system. 2. SUPERVISION AND REVIEW A. Directly supervises staff in the Finance Office. B. Reviews bi-weekly payroll data for further processing. C. Reviews purchase orders for further processing. D. Reviews all cash disbursements for further processing. E. Reviews asset and liability account activity. F. Reviews monthly bank reconciliations. G. Reviews monthly financial statements and reports for the Pikes Peak Library Foundation. H. Reviews and analyzes all designated funds; reviews monthly financial statements and reports. I. Reviews all fixed asset records. J. Reviews and approve all journal entries and vouchers. K. Reviews all contracts for compliance with laws and regulations. 3. FINANCIAL REPORTS AND ANNUAL REPORTING REQUIREMENTS A. Prepares monthly financial statements. B. Prepares draft of Comprehensive Annual Financial Report. C. Responsible for the preparation of all audit schedules. 4. ANNUAL BUDGET A. Works closely with Finance Officer, library management, and supervisors to develop an annual budget process. B. Prepares draft of annual budget. C. Prepares appropriate budget resolutions. 5. LEADERSHIP, TEAMBUILDING, AND COMMUNICATION A. Works and serves as a positive part of a team-oriented work environment to provide first-rate service to the public and to other library staff. B. Understands, performs, and conveys the library’s role, mission, and values to the public and library staff. C. Keeps informed of and conveys library financial activities and policies by attending All-staff meetings, supervisors’ meetings, and other pertinent meetings. Participates in workshops or training offerings when appropriate and as requested or required. Keeps informed of financial matters and trends that affect libraries through journals, meetings, and development opportunities, and informs administration of recommended initiatives, as appropriate. 6. CUSTOMER SERVICE A. Models and reinforces excellent customer service skills. B. Ensures provision of effective, efficient, innovative, customer-oriented service to the public and other library staff. 7. Performs other job-related work as required.

Additional Info & Requirements

PREFERRED EXPERIENCE / KNOWLEDGE / ABILITIES: 1. Proficient knowledge of Generally Accepted Accounting Principles for governmental entities. 2. Proficient knowledge of laws and regulations related to payroll. 3. Proficient knowledge of laws and regulations related to governmental budgeting. 4. Proficient knowledge in web-based financial accounting software and human resources software is preferred. 5. Proficient knowledge in applications software such as office technology including Microsoft Office suite software (Word, Excel, Outlook, Access, PowerPoint). 6. Ability to supervise Finance Office staff in all facets of government finance. 7. Ability to perform job duties paying close attention to detail. 8. Ability to understand and follow verbal and written instructions. 9. Ability to provide efficient, courteous public service and present a positive image of the library in attitude, appearance, and performance of duties. 10. Good organizational, speaking, writing and other communication skills are essential. 11. As a part of the Finance team, the ability to exercise tact and discretion in the handling of sensitive and confidential information is essential. Requires a bachelor's degree in Accountancy or a related field from an accredited college or university. Requires 5+ years of experience in an accounting capacity, preferably within a governmental organization. Requires 3+ years of supervisory experience.
