Job Description

THE DEPARTMENT Originally established in the Butte County Charter in 1913, the Butte County Library system today consists of six branch libraries and a literacy program. Headquartered in the Oroville Branch Library, the Library also serves residents through branches in Chico, Paradise, Gridley, Durham and Biggs. MISSION STATEMENT The mission of the Butte County Library is to provide all individuals, regardless of age, ethnic background, educational or economic level, with free access to ideas, information, and technology. DUTIES AND RESPONSIBILITIES Principal responsibilities of the Director of Libraries include the following: • Plans, directs, and supervises programs of the library services for the county. • Formulates and carries out library services for the county. • Formulates and carries out library policies and procedures. • Organizes and directs staff. • Visits branch libraries to advise and instruct staff on issues and procedures. • Interviews and selects library personnel. • Coordinates library activities with other libraries in the area on a system-wide basis. • Represents the library in community relations and participates in professional library organizations. • Directs grant programs and trust funds. • Develops the annual budget and supervises library expenditures. CANDIDATE PROFILE The County is seeking an individual with excellent management and administrative skills. The “ideal” candidate for the Director of Libraries should possess the characteristics listed below: • Be an effective leader with the ability to set goals and objectives, and motivate others to contribute effectively to their achievement. • Be an effective communicator, both orally and in writing, with the demonstrated ability to clearly explain complex issues to elected boards or councils, public managers, outside agencies and officials, local organizations, and members of the public. • Possess strong management and organizational skills, and be adept at operations analysis and planning. • Possess the skills to analyze methods, procedures, regulations, statistics and reports. • Possess hands-on management skills with the ability to delegate to others.
