Job Description

The Director of Library Services serves as a department head and a member of the City’s executive management team. Manages the resources of the Englewood Public Library. Plans, administers, and directs all activities relating to: Administration, Circulation Services, Reference Services, Children's Services and Technical Services. Develops department mission statement and supports its goals and objectives. Essential Duties & Responsibilities Participates as an active member of the Executive Management Team. Contributes to the development and implementation of City goals, objectives, policies, procedures, and service standards. Establishes, plans, and administers the overall policies and strategic goals of the department. Plans, organizes, schedules, supervises, reviews, and evaluates the work of staff within the department. Recommends selection/termination of staff and provides for their training and professional development. Prepares and administers the department budget. Monitors expenditures and ensures compliance of approved budget. Pursues additional outside funding (e.g. grants & donations) and Friends of the Library projects as they become available and as opportunity provides. Utilizes local volunteer and benefactor support to provide services and funding for items and positions not contained in annual departmental budget. Promotes the services of the Library to the community by working with members of City Council, City Manager's Office, other City Departments, Friends of the Library, local public & private schools, local businesses & civic & community groups, other professional librarians and with local volunteers and benefactors. Works with the City Council-appointed Library Advisory Board to set the policies, direction and long-range goals for the Library. Gathers input and feedback from the Library Advisory Board, the Friends of the Library and other individuals and groups with the community to ensures the Library meets the reading and informational needs of its patrons. Oversees all Library communications and publicity to ensure that they best represent the Library to the Englewood community. Works closely with the City Attorney and with Human Resources to ensure that all Library contracts and related documents conform to current & applicable laws & requirements. Assists the Library Computer Specialist in the administration of all computer-related activities for the Library. Includes trouble-shooting of current systems as well as study and implementation of new ones for public and staff functions. Directs the Technical Services Division in the administration of all matters related to the ordering, receiving, cataloging, classification, and preparation of items contained Library book and non-book collection. Meets weekly with Library Management Team to develop procedures and programs and to suggest Library policy changes to Library Advisory Board on an as-needed basis. Prepares, evaluates and administers all monthly and annual Library statistical reports for City, American Library Association and Colorado State Library. Represents the Library at local, State and national professional meetings as annual funding allows. Works with Chair of Library Board to set agenda for monthly meetings. Works with Friends of the Library community group to arrange special events such as book sales, travel programs, etc. to raise funds and awareness of Library within Englewood community. Attends City Council meetings when required and any other organized meetings as directed by the City Manager. Serves on various City committees as may be required. Performs other duties as assigned and required.

Salary $90,000+, depending on qualifications. The Director of Library Services is a key member of the executive management team and reports directly to the City Manager. This position directs and oversees the Englewood Public Library, which has 16 FTEs and an operating budget of $1.3 Million. The Englewood Public Library occupies the first floor of the Englewood Civic Center and serves a wide cross-section of patrons from across the region. The Library boasts a collection of over 100,000 books and other materials and offers access to free Internet and word processing computers in the Library, along with a number of online academic and research databases available remotely to card-holders. Technology is interwoven into all library operations. The Library also hosts a wide variety of programs and events throughout the year for children, teenagers, and adults. A citizen-composed Englewood Public Library Board reviews the Library’s operational plans and policies, serving as an advisory board for the Library and City Council. A Masters Degree in Library Science is required along with eight years of progressively responsible experience in a public library, including at least five years of management, administration, and project management experience. The City of Englewood seeks an energetic and innovative director with extensive experience with Library operations in a public-sector organization of comparable complexity and size. Strong interpersonal skills are required, as this position works closely with the City Manager, City Council, the Library Board, other Department Directors, vendors, and the general public. The candidate should have the ability to manage creatively and effectively during times of declining revenues. The successful candidate will demonstrate advanced knowledge of modern public library administration. He or she must have a working knowledge of automated library systems, along with general management and business principles. Experience in budgeting, strategic planning, and personnel management are also required for this position. The successful candidate will also be familiar with the principles of successful marketing and public relations campaigns and of grant writing and administration. In addition, the desired candidate will have an understanding of and an affinity for managing cultural programs and events.
