Job Description

A sample day as the Librarian II - Bilingual English/Spanish may start by conducting an off-site Spanish-language early literacy presentation for parents or caregivers, then move on to translating an event flyer and spending some time planning for a project in collaboration with a community partner, and finally conclude by updating the Spanish Facebook page. EXAMPLES OF DUTIES: 60% Outreach to Spanish-speaking child care providers, parents and children – • Develops connections with care providers. • Advertises service to providers. • Assists member libraries in developing outreach service programs. • Conducts outreach visits. • Presents library information to child care providers. • Works with community organizations to train and inform providers about library services and materials. • Develops Spanish language informational materials for distribution to providers. • Provides Spanish-language training opportunities for providers and parents. • Represents the Cooperative at various countywide community networking meetings. • Builds bridges between providers, other community agencies and local libraries for on-going service. 20% Member Library support – • Manages translations of informational pieces. • Advises and mentors member library staff regarding developing and expanding library services to the Latino population. • Facilitates the provision of continuing education opportunities for member library staff. • Assists in the development of story time programs and events involving the Latino community. • Maintains the WCCLS Spanish Facebook page and other digital content that promotes library services to Spanish speakers. 10% Outreach to Multi-cultural/Multi-lingual communities – • Develops connections with community organizations who serve the various culture and language populations in Washington County and works with them to disseminate information about library services and materials. • Advises and mentors member library staff regarding developing and expanding library services to these populations. 10% Other – • Develops content for print and electronic resources. • Creates and delivers presentations and print pieces to promote countywide Spanish language services. • Maintains a professional Latino services collection. • Maintains records of services and activities for statistical and reporting purposes. • Leads and facilitates the countywide Latino Services Group meetings. • Actively participates in local, regional, state and national organizations and professional groups related to the provision of library services to Spanish speakers. • Attends and participates in countywide Youth Services, Publicity and other committee meetings. • Assists with special countywide programs.

In association with the Outreach Program Supervisor, WCCLS team members and associated libraries, this position is responsible for providing professional level library services to WCCLS member libraries and the public through outreach to the Latino populations. Driving is an essential function for this position. All applicants must possess a valid driver's license and an acceptable driving record. TYPICAL QUALIFICATIONS: Extensive knowledge of: • Principles, practices, and service delivery needs related to library services. • Principles and practices of professional library work, including methods, practices, and techniques of library reference, technical services or children's library services relevant to specific areas of responsibility. • Principles, techniques, and procedures in cataloging, indexing, classifying, bibliographic research, and organizing library materials relevant to specific areas of responsibility. • Recent developments, current literature, and sources of information related to library science. • Methods of selecting library materials and collection development. • Applicable federal, state, and local laws, codes, and regulations, including administrative and departmental policies and procedures. • Principles of library ethics and Intellectual Freedom. • Record keeping principles and procedures. • Techniques for effectively dealing with the public, vendors, contractors, and member library staff, in person and over the telephone. • Techniques for providing a high level of customer service to public and member library staff, in person and over the telephone. General knowledge of: • Principles of supervision and training, including work planning, assignment, review and evaluation, and the training of staff in work procedures. • Techniques for effectively representing the Cooperative Library Services in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. Skill to: • Analyze, apply, and verify applicable Federal, State, and local policies, procedures, laws, and regulations. • Identify and implement effective course of action to complete assigned work. • Oversee and participate in related projects, studies, and programs. • Recommend and implement goals, objectives, and practices for providing effective and efficient library services programs. • Coordinate, direct, and implement library services programs suited to the needs of the community. • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. • Use modern office equipment including computer equipment and specialized software applications programs. • Prepare clear and concise reports, correspondence, and other written materials. • Establish and maintain a variety of filing, record keeping, and tracking systems. • Estimate costs for staff, supplies, and materials to assist in budget preparation. Ability to: • Plan and coordinate library programs including preparing publicity and providing direction to staff and volunteers. • Plan, schedule, assign, and oversee activities of staff; and train staff in work procedures. • Develop effective library practices and procedure including identifying problems, research, and analyze relevant information, develop and present recommendations, and justify solutions. • Effectively conduct meetings and make presentations to various groups. • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. • Establish and maintain cooperative working relationships with groups and individuals from diverse backgrounds including the public, co-workers, board personnel, and library professionals.
