Job Description

Finance Manager

Grade:  72

FLSA Classification:  Exempt

Department:  Finance

Supervisor:  Executive Director

Supervises:  Accounting Technician

Role: 

Provides financial leadership for the library district and the foundation, manages financial services and all financial and accounting processes and systems, leads financial administration and budgeting, supervises staff, analyzes and reports financial information, coordinates investments and purchasing, and completes general accounting duties.

Major Duties and Responsibilities:

10% - FINANCIAL LEADERSHIP – Enables others to act by providing strategic recommendations based on financial analysis, projections, and revenue and expense analysis; sharing information, and analyzing local and global financial conditions in order to set objectives, implement strategies and make decisions that lead to best practices in financial management.  E

15% - MANAGEMENT OF FINANCE SERVICES – Sets goals and arranges tasks, people and other resources to accomplish the work in relation to the strategic plan; motivates, directs and influences staff to achieve the goals; and monitors performance, taking corrective action as needed; coordinates external financial service providers such as treasury and banking, brokers, auditors, underwriters, legal compliance and bond counsels; and controlling programs and services in order to manage Finance services.  E

25% - BUDGET – Prepares and monitors the budget and financial processes by analyzing information from various sources, drawing conclusions, making recommendations, and communicating with staff in order to insure adherence to approved annual budget and processes.  E

10% - SUPERVISION OF STAFF –  Obtains information, makes sense of it, sets job-related performance objectives, organizes resources and makes decisions, coaches staff and provides feedback, resolves conflict and appraises performance in order to optimize the expected performance of staff.  E


30% - FINANCIAL REPORTING –  Maintains, creates, and presents financial reports by assimilating information into appropriate format, presenting information to management, auditors, and other internal and external groups in order to communicate financial condition of the library district and foundation, and meet state and local financial reporting requirements including Generally Accepted Accounting Principles.  E

5% - INVESTMENT COORDINATION –  Coordinates investment activity by working with an investment advisor, monitoring cash balances, transferring funds, and managing and forecasting cash flow in order to determine appropriate investing strategy.  E

5% - ACCOUNTING – Reconciles bank statements, makes journal entries, coordinates procurement card processes, and performs other general accounting procedures in order to accurately record financial information.  E

Minimum Requirements:

Education: 

Bachelor’s Degree in Finance or Accounting (Master’s degree preferred)

Experience: 

Five years of similar or related experience

CPA (Certified Public Accountant), CGFM (Certified Government Financial Manager) or CPFO (Certified Public Finance Officer) designation preferred

Or any combination of education and experience which provides the success factors.
