Job Description

Loveland Library is looking to fill a vacancy on its management team. This person will be responsible for managing the Technology and Innovation division and the Technical Services division, overseeing technology and cataloguing services to both staff and patrons and contributing to the overall direction of library services as a voice of leadership.

Loveland Public Library serves as the single municipal library of Loveland, Colorado with a service area of 72,000. With three separate technology labs for learning, exploring and creating, it prides itself on being a creative hub for the community. Access to 3D printing, art digitization, video editing, and large-scale printing as well as online and in-person computer classes provides patrons with the latest technologies and the skills to use them. Staff training supports innovation and customer service as evidenced in Loveland Library’s annual Staff Tech Day with workshops on robotics, photography, 3D printing and circuitry. Loveland Library also offers a wide variety of programming and events to the community such as last year’s interactive street arcade which drew hundreds of visitors of all ages with food, music, art and gaming.

Manages staff, equipment and networks in the Library Technology and Innovation (LTI) Division which includes all library public technology as well as the acquisitions, cataloging and processing functions in the technical services area. Responsible for library technology in a highly automated library under the general supervision of the Library Director. Position requires independence of action and acceptance of responsibility to accomplish high level professional duties.

The salary range for this position is $61,200 - $94,800 annually.  The expected hiring range will for this position is $61,200 - $78,000 based on qualifications and experience.

 Our Position:

ESSENTIAL JOB FUNCTIONS:

  • Manage, direct & develop staff in order to meet departmental & City wide goals and expectations.
  • Promotes technological innovation with a strong focus on customer service to public, library staff, and City staff.
  • Manages library computer network consisting of servers, thin clients, network switches, desktops utilizing Wyse virtualization and imaging. Administers library wireless network.
  • Responsible for system administration of the Integrated Library System (ILS) which is from Innovative Interfaces Inc.
  • Manages three public computer labs; iLearn, iExplore, and iCreate ensuring the public receives a safe, reliable, and consistent experience.
  • Manages technical services area including acquisition, cataloging and processing of library materials.
  • Works with Library Director and other division managers to create, follow and monitor the Library's strategic plan and public services.
  • Implement work plans in line with library's strategic goals.
  • Maintains Radio Frequency ID system including tags, staff stations, Express Checks, security gates, Exit Watch, and a nine bin automatic materials handling sorter.
  • Develops, follows and monitors division's budget.
  • Works with vendors, service reps and City purchasing to select equipment and maintenance agreements. Selects, purchases and maintains various software licenses.
  • Supervises Channel 16 Government Access TV Broadcasts including remote multi-camera video switcher used to broadcast the City Council and Planning Commission meetings. Maintains and upgrades broadcast equipment as needed.
  •  Responsibilities include interviewing, hiring, and training employees: planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

OTHER JOB FUNCTIONS:

  • Works with the Public Information Office regarding city/cable issues, emergency management, and acts as a member of the Public Information Office staff during emergency situations.
  • Responsible for audio and visual needs for the library including video production, editing, publishing and 3D printing.
  • Guides, trains and develops library-wide staff in new technology procedures or policies.

 SUPERVISORY DUTIES:
This position is a second-line supervisor responsible for supervision of first-line supervisors and may also supervise non-exempt and/or non-supervisory exempt employee(s). 
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

 Our Candidate:

Knowledge, skills & abilities:

  • Ability to communicate, collaborate and interact effectively with people of all ages and technical skills.
  • Ability to independently establish and meet goals and deadlines.
  • Ability to support library specific applications, including Integrated Library Systems, print and PC management systems. Knowledge of established and innovative library resources, methodology and standards. 
  • Specific working knowledge of library computer systems, MARC and RDA cataloging practices preferred.
  • Strong PC, hardware, software, networking, audio visual and general troubleshooting skills.
  • Experience managing & working in a Microsoft Windows Active Directory domain environment.
  • Working knowledge of Dell WSM or other OS streaming technologies
  • Working knowledge of Envisionware PC Reservation and LPT: One computer management software.
  • Above-average customer service skills; ability to demonstrate passion to assist & serve the customer.
  • Ability to maintain effectiveness under varying degrees of pressure.
  • Knowledge of project management.
  • Strong organizational & supervisory skills in order to schedule, assign and monitor and manage the work of others.   
  • Ability to work effectively both independently and as a member of the library management team.
  • Ability to research, evaluate, learn, become proficient, implement and support new and emerging technologies beneficial to Library staff, patrons or City staff.

 Education and/or experience:
Bachelor's degree in Information or Computer Science, Management or related discipline required.  ALA approved MLS preferred.  Four (4) years of successful and progressively responsible IT experience required.  One (1) year supervision of paid staff including hiring, discipline, performance management & evaluation required.  An equivalent combination of education and/or experience may substitute for the education requirement on a year for year basis.  Strong experience with library management systems, vendors and solutions is preferred.  Spanish language proficiency a plus.

 Working Environment and Required Background Checks:

While performing the duties of this job, the employee is regularly required to work in a library environment with extensive public contact; must be able to directly assist customers to various locations within the building; positions and moves equipment and AV carts weighing up to 50 lbs. Schedule is flexible, requiring some scheduled weekend and evening hours or as problems develop. Subject to on call work due to urgent technical issues. Travels to various facilities for off-site meetings and programs.
