Job Description

POSITION DESCRIPTION:  Performs all duties related to managing Literacy Services 

ESSENTIAL FUNCTIONS: 

1.  Oversee Literacy Services: Develop and implement programs and services that support adult basic literacy, English language instruction, and preparation for U.S. Citizenship to ensure that Mesa County residents can fully participate in American life.Oversee and maintain the quality of the client-centered Literacy services.  Develop metrics for pre and post service to measure and improve program outcomes. Schedule personnel and resources, organize and establish center priorities, and coordinate activities for optimum patron benefit. Evaluate program effectiveness and implement changes as needed. Plan, prepare and administer a budget for purchases to meet goals and objectives of the center.   Gather data and provide statistical reports for grants and administration. Maintain a database for volunteers and student hours. Develop and maintain a network of community partners to increase awareness of literacy services and expand the reach of the program. Ensure that volunteer tutors have the training, materials, support and recognition they need for the program to thrive. Plan, Coordinate and host an annual Culture Fest event. Develop occasional programs that meet the information needs of non-English speakers or that highlight cultural diversity. Handle problems, concerns and emergencies in a professional manner and according to library policies and procedures.

2.  Supervise Staff:  Develop Essential Functions and Performance Standards for Literacy staff. Provide feedback on an ongoing basis and evaluate each employee annually. Hire and train new staff to be able to accomplish assigned objectives. Develop staff with coaching, and ongoing training opportunities so that they continue to grow and learn in their positions. Address employee performance problems in a proactive direct manner. Ensure that staff members attend staff meetings and trainings including monthly meetings, computer trainings, Library 101 and staff development day. Also ensure that all staff members complete the library technology competencies within the first year of being hired.

3.  Management Team: Participate in the Library District’s management team. Work with other managers to develop needed policies and procedures for the library, and interpret these for staff and patrons. Serve as an example for all staff in providing library service and communicating expectations. Actively participate and contribute to various library committees and activities. Maintain a fully trained staff and help insure that minimum staffing priorities are met district wide. Work with community organizations to enhance and promote library services.

4.  Self-development and Expertise: Develop and maintain expertiseon language acquisition instruction, adult learning practices and basic computer skills instruction. Maintain awareness of other groups or organizations that provide similar services or who serve similar audiences and develop partnerships when appropriate. Attend monthly staff meetings and training; attend external trainings and conferences, stay aware of activities via staff wiki, email and regular communication with colleagues.

5.  Performs other duties as assigned or requested

Performs additional duties as opportunities arise that assist the department and the Library in achieving specified goals and objectives.

PHYSICAL REQUIREMENTS:

  • Ability to communicate verbally
  • Ability to maneuver about the library in a timely fashion
  • Ability to read a minimum print size equal to 10 point
  • Ability to tolerate dust, mold, etc. that may have accumulated on books.
