Job Description

An employee in this position performs administrative and managerial work in directing the activities and services of the public library. The Deputy Director assists in directing the activities of the entire library and serves in the absence of the Director. The Deputy Director oversees the day-to-day operation of the library with a focus on public services, policy and procedures. The Deputy Director is responsible for data gathering and analysis as well as reporting on whether the library is meeting its goals and objectives. This position will implement actions or decisions that will achieve such goals and objectives. The Deputy Director works with the Director and the Director's Management Teams in making decisions and setting procedures for the library as a whole, and performs related work as required. Supervises the managers of regional branches and Headquarters and, through them all other branch libraries to ensure the efficient delivery of services to customers and adherence to policy and procedures. Resolves customer complaints when they go beyond the regional branch level. Coordinates activities to support the professional development of branch managers including leadership and management skill building. Meets monthly with managers to discuss all branch issues. Actively participates on the director's management team and other counsels and teams as assigned or as needed. Ensures that tasks assigned to appropriate staff and counsels are completed in a timely manner. Consults with and makes recommendations to the director on library practices, procedures, policies and operations. Function includes making recommendations on annual budget, adjustments to budget during the current fiscal year and consideration of changing circumstances of the library for the upcoming fiscal year. Oversees daily HR activities in the system. Participates in discussions regarding serious disciplinary actions with the Director and the library's Human Resources Manager and makes recommendations as appropriate. Acts as Ombudsman for library staff outside of supervisory chain and resolves minor complaints or problems through discussions with subordinates. Assists in supervisor training. Reviews all manuals regularly to ensure accuracy, relevancy, and consistency of service. Drafts or edits new procedure documentation to be included in the library's operational manuals regarding changes adopted by the library through its counsels.  Works cooperatively with senior staff and others to ensure the library maintains a progressive offering of services and programs that meet the changing needs of our customers. Initiates new service ideas and works with staff for consideration of implementation. Coordinates all the statistical gathering procedures, including, but not limited to, monthly, quarterly and annual reports, the development and coordination of the five year plan annual surveys and other special studies and projects as assigned by the director. Function includes completion of mandatory annual State Library Survey, necessary for qualification for state aid, and library's participation surveys selected by the director. Ensures that library security is maintained through procedure and training. Provides hearings for barred customers. Participates with assigned staff to ensure a coordinated delivery of training and staff approach to customer service. Participates in the creation and presentation of training modules. Presents to the board, staff and other groups as needed on assigned topics. Acts as director in the absence of the director to ensure non-disruption of policies and procedures by staff and continued services to customers. Keeps pace with current public library service trends and developments which may impact library services, resources, and operations. Participates in the selection of upper level professional library staff and administrative office staff to fill employment vacancies at the library. Participates on outside committees and boards to further the reach of the public library in the community.

Additional Info & Requirements

North Carolina Public Library Certification required within 18 months of employment.
