Job Description

Pueblo City-County Library District is an integral and vibrant part of the Pueblo Community. We are seeking a dynamic and enthusiastic Managing Librarian to provide leadership and direction to an excellent team of public service professionals at the Rawlings Library.

The Manager of Reference & Readers Advisory (R&RA) will lead the department in providing resources, services and programming that meet the needs of the diverse adult community. This includes oversight of the Idea Factory, Hispanic Resource Center, Adult Literacy, and Home Bound Programs.  The R&RA Manager is also responsible for adult training to ensure ease of access to the digital and electronic collections, digital devices, computers and assistive technology for the district.

The Manager of R&RA reports directly to the Rawlings Library Manager and supervises a team of librarians, para-professionals, support staff and volunteers. Leads department staff in District initiatives.  Works closely with all departments as well as outside community organizations to build relationships that support and expand library services and programs. Provides hands-on department management, works directly with customers, resolves issues, coordinates with security staff and first responders. The position provides excellent customer service demonstrating the ability to communicate effectively with people regardless of age, race, sexual orientation, ability level or background.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Participates in development of the department budget and strategic goals on an annual basis.  Monitors performance against budget and goals and produces narrative and statistical reports. Leads staff in achieving objectives.
  • Manages daily operations of the R&RA department within defined procedures and policies.  Coordinates communication between the functional areas of the department on a daily basis and resolves issues.
  • Supervises department staff, sets job standards and objectives, creates and maintains work schedules, leads team results, conducts individual performance meetings and maintains documentation within set standards.
  • Holds regular department meetings to ensure clear communication on pertinent district and department information, directives and changes.  Encourages participation, collaboration and engagement.
  • Holds overall responsibility for customer service in the department; trains staff to ensure customer service practices are followed and resolves escalated issues.  Responds to security incidents, issues suspensions and calls first responders as needed. 
  • Oversees volunteers within the department including placement, training and tracking time and assignments.
  • Handles employee relations issues, complaints and performance improvements in partnership with Human Resources.
  • Communicates with Community Relations staff on marketing, publicity, and partnership initiatives.
  • Acts as a liaison between library services and the community by promoting awareness of community events, interests and needs which align with current or potential library services and programs; attends community meetings to stimulate interest in the Library.
  • Oversees delivery of public-access computer services to the general public in the R&RA area of the Rawlings Library.
  • Works with Collection Development to maintain a vital collection; facilitates the weeding process.
  • Leads team efforts to maintain a safe and secure environment for customers and staff by maintaining awareness of surroundings and working in accordance with safety policies and procedures.
  • Leads monthly department meetings, attends All Staff Development Days, and other training sessions as required to stay informed and current on changes to library policies and procedures and information pertinent to PCCLD.
  • Reads daily organizational communications from intranet, e-mail, newsletters, telecommunications and print.  Stays informed on all Library events throughout the District. Regularly accesses electronic time keeping system, personnel and payroll database and on-line work request system.

OTHER DUTIES AND RESPONSIBILITIES

  • Occasionally is assigned to the role of Person in Charge for the Rawlings Library including oversight of safety and building security; works with the security guard on duty.
  • May lead or serve on library committees and special project initiatives.
  • Performs other duties as needed.

QUALIFICATIONS

Education and Experience:  A Master’s Degree in Library Science from a college or university accredited by the American Library Association is required. Two years professional level library experience working with the public is required.  Supervisory experience is preferred.

Skills and Abilities:  

  • Leadership skills including the ability to plan and implement programs and influence others.  Knowledge of professional library principles, methods and practices. 
  • Knowledge of current trends in libraries.
  • Excellent communication skills necessary to establish and maintain good working relationships with library staff and customers; able to communicate well with people of all ages, demographics, ethnic backgrounds and ability levels. 
  • Problem solving skills with the ability to deescalate threatening situations. 
  • Supervisory skills including the ability to train, manage performance and address employee relations issues; ability to lead and manage change. 
  • Strong computer skills with the ability to quickly learn and use a variety of computer equipment /programs, digital devices, e-resources and new technologies. 
  • Ability to conduct complex reference interviews, to analyze requests and to apply research skills to locate specialized information or provide customers with alternative sources. 
  • Ability to provide efficient, courteous public service and present a positive image of the library in attitude, appearance, and performance of duties. 
  • Ability to apply policies and use independent judgment within procedural boundaries. 
  • Ability to function under flexible and changing conditions. 

Physical Requirements:  Must be able to lift objects weighing up to 50 pounds and push /pull a fully loaded book cart weighing up to 200 pounds.

Other Requirements:  Must be able to work a flexible schedule including days, evenings and weekends.  Must submit to and successfully pass a criminal background investigation.
