Job Description

Job Summary

Serve as First-in-Command. Report to and receive administrative direction from Albany County Library Board of Directors.

  • Develop a symbiotic relationship with the Assistant Library Director focused on making informed decisions for the library and sharing job tasks based on professional strengths.
  • With the ACPL Board of Directors, set overall vision and direction for library services, collections, programs, public relations, outreach, facilities, infrastructure and technology.
  • Lead the library’s management team, providing oversight to projects and direction to overall library operations.
  • Act as primary spokesperson with press, patrons, Albany County Commissioners, Albany County Public Library Foundation, Friends of the Albany County Public Library, and the Wyoming State Library.
  • Manage an annual budget in excess of $1 million, with consideration for three branches of varying sizes in a county that struggles with a low tax base.
  • Ensure that the library complies with all applicable federal, state, and local laws.

Duties and Responsibilities

ACPL Board of Directors:

  • Work closely with the board, taking a lead on planning meetings and providing detailed reports.
  • Present annual budget recommendation; analyze monthly financial reports in comparison to the budget.
  • Provide professional advice on library issues, especially strategic direction, planning, budgeting, and policy.
  • Serve as the channel of communication between library staff, library board, and Albany County Commissioners.
  • Keep the board informed of library activities, accomplishments and needs based on statewide and national library issues and trends and their relationships to, or impact on, the Albany County Public Library.
  • Provide board development and education on public library philosophy and ethics.

Financial Management:

  • Oversee the library’s annual budget by developing a specific understanding of the library’s funds, including authorizing use of approved budget, ensuring equal distribution of resources to library departments, managing accounts and making projections.
  • Actively and creatively solve problems related to funding complications and seek out cost-saving opportunities.  

Leadership:

  • Guide management team and staff in actualizing vision and direction, and evaluate overall library offerings for outcomes and impact.
  • Motivate staff to actively contribute to the organization creating a culture of trust and fostering an environment where all staff are valued.
  • Support staff’s efforts to achieve organizational excellence and encourage a library-wide spirit of cooperation.

Supervision:

  • Demonstrate library-wide expectations for all staff and follow organizational hierarchy.
  • Exercise supervisory authority to maintain a highly motivated and qualified staff; provide final approval on hiring and firing of library staff.
  • Develop attainable goals for staff and self; communicate clear expectations; provide consistent feedback; and enable staff to successfully meet goals.

Community Relations:

  • Develop a cooperative relationship with the Albany County Public Library Foundation and the Friends of the Albany County Public Library to cultivate library sustainability.
  • Ensure that the library is a visible and valued part of the community through educational outreach on library services and programs based on identified community needs.
  • Identify and maintain partnerships with local, regional, and state organizations through participation in community and professional groups.
  • Present agenda items to Albany County Commissioners including: fiscal year budget, special projects, grant funding requests, etc.

Staff Development:

  • Ensure high staff morale by inspiring staff and valuing effective job performance.
  • Align staff development with library strategic direction.
  • Conduct assessment of staff to analyze development and training needs; encourage management team to provide time and resources to review and reinforce job training.
  • Facilitate development opportunities for staff to gain necessary competencies and keep up-to-date in the field.

Additional Info & Requirements

Three to five years of organizational management and supervisory experience required.

Relevant experience in fiscal management with budget preparation and oversight required.
