Job Description

 PRIMARY OBJECTIVE OF POSITION: Under administrative direction, plans, organizes, directs, performs in, and controls the activities of the City’s library system. Work varies, requiring interpretive judgment in variation from established procedures and standards.

 ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

 MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE:

 Plans, organizes, performs, and manages the services of a municipal library; carries out the programs and policies of the library; recommends policy changes to City Council; establishes goals and measures accomplishments against recognized standards; studies and makes plans to develop the services of the library or system to meet more effectively present and future service area needs, including study of community trends and their relation to the library; sets hours of operation for the library; represents and attends local meetings to promote the library; represents the library at state and regional library conferences and training events; attends department head staff meetings, City Council meetings, Library Board meetings and Friends of the Lamar Public Library meetings; prepares monthly reports to the City Council and the Library Board; prepares monthly reports to grantor organizations; works with other department heads to provide access to library materials and other needs; investigates new library techniques; supervises library procedures, policies, public information, and reference service methods used; oversees and approves all purchases; reviews book stock for replacement, repair, and discard; oversees audio and video collection development as well as online digital collection of the library; orders and catalogues all purchased materials; provides technical assistance in original cataloging and other procedures as needed; enforces library rules for the protection of library property; performs various staffing decisions for library; trains staff members; evaluates performance of employees; works with library supervisory staff to efficiently utilize available resources; provide coverage for missing staff to ensure the daily operations of the library; supervises the keeping of records; prepares and administers annual budget; oversees extension services; serves as a reference librarian on statewide reference service weekly; serves as a proctor to oversee tests; prepares applications and administers grants to the library system; keeps current on new developments in library management and procedures. Supports the relationship between the City of Lamar and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains absolute confidentiality of work-related issues and City information; performs other duties as assigned.

 Initiates, plans, develops, and implements records and report systems; uses clerical supplies; operates personal computer with various software applications and office equipment. Works regularly with information which is generally limited; routinely responsible for moderate amounts of funds

 PHYSICAL DEMANDS: Position requires moderate movement and for the most part is a sedentary position which involves sitting most of the time, but may involve walking or standing for brief periods of time; work is performed in surroundings where undesirable physical conditions and hazards are minor and controllable. Uses proper safety procedures to prevent injury. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. 

  • Must be able to occasionally lift and carry up to 50 pounds and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. 
  • Must be able to see in low or bright lights and distinguish between colors. 
  • Must be able to hear clearly, speak clearly, and write clearly. 
  • Constant usage of fingers and both hands. 
  • Work involves sitting or standing 60% of the time and walking and standing while performing various tasks 20% of the time. 
  • Occasionally stoops, kneels, crouches, bends, crawls, climbs, including reaching overhead.

 SUPERVISION – RESPONSIBILITY FOR WORK OF OTHERS: Supervises employees assigned to the operations of the Library. 

Necessary Knowledge, Skills and Abilities:

 Ability to assess, analyze, identify and implement solutions to complex problems.

 Effectively directs and administers the City’s library system and programs;

 Establishes realistic goals and actively works to achieve them;

 Actively and effectively studies the community’s needs and works to fulfill such needs;

 Knowledge or principles and procedures in library science;

 Knowledge and ability to effectively supervise and train employees;

 Effectively and tactfully works with and aids community groups, patrons, individuals, and the public;

 Develops and maintains a level of discipline and working climate in which personnel are motivated to perform to the best of their abilities;

 Maintains an adequate inventory of books, periodicals, and other library stock;

 Maintains an orderly and usable catalog file, shelving system, and record system;

 Prepares and presents clear, concise, and comprehensive reports;

 Prepares and administers budget and grants for the department effectively and efficiently;

 Maintains and applies thorough knowledge of the current principles and practices of modern librarianship and of public library administration;

 Effectively analyzes and develops plans for improving library service;

 Speaks precisely and clearly in public;

Additional Info & Requirements

Five years experience in library operations, plus two years of supervisory experience in library operations; OR any combination of education and experience that demonstrates an ability to sucessfully perform the duties.
