Job Description

Summary: The Library Director of Lake County Public Library (LCPL) is responsible for the administration of all LCPL functions, programs and services within the goals, guidelines and policies established for the LCPL. 

General Administration

  • Provides leadership within LCPL.
  • Implements major strategies to fulfill the mission and achieve the objectives of the library.
  • Serves as an official representative of the library in the local community and the library profession.
  • Develops long-range planning for the library including programs and services, organization, staffing, budgeting, facilities, and public relations.
  • Administrative Officer for the Board of Trustees 
  • Prepares all necessary reports for the Board of Trustees and the Board of Lake County Commissioners.
  • Attends and actively participates in Board meetings, other Board-related meetings, and Lake County functions.
  • Submits the annual budget to the Library Board of Trustees for review and approval after the Library Director attends budget meetings with the Lake County Finance Director and the budget is approved by the Board of Lake County Commissioners.
  • Serves as a resource for trustee activities and training.
  • Acts as liaison to Friends of Lake County Public Library.
  • Acts as liaison to Lake County Board of County Commissioners; provides reports to the BOCC, attends Lake County Department Directors meetings, works in conjunction with the Human Resources Department and the Maintenance Department, submits monthly income as a deposit to the Lake County Treasurer, submits biweekly payroll/timesheets and weekly coded invoices to the Finance Department.
  • Legal
  • Brings all actions or contracts that legally bind the library to the Board of Lake County Commissioners.
  • Works to ensure that the library remains politically neutral.
  • Coordinates preparation of all major reports, proposals, contracts, or grants related to the library.
  • Ensures maintenance of permanent records as required by federal and state laws, rules and regulations.
  • Professional Development
  • Maintains comprehensive knowledge of modern library trends through local, state and national library associations, professional reading and workshops.
  • Participates in professional development opportunities to enhance managerial skills. 
  • Community
  • The following responsibilities are undertaken and accomplished in collaboration with the library departments:   Circulation, Children’s Services, IT & Systems Administration, and Local History 
  • Assesses community needs and oversees implementation of library programs to meet those needs.
  • Advocates, develops and initiates cooperative efforts with a variety of agencies, both public and private, at local, state and federal levels.
  • Represents the library and speaks before the community, civic and other groups regarding the objectives and activities of the library.
  • Supports and facilitates the work of Friends of Lake County Public Library.
  • Financial
  • Manages the library budget approved by the Board of Lake County Commissioners.
  • Directs preparation of annual budget in consultation with internal department directors.
  • Monitors compliance with existing budgets, expenditures, and purchases.
  • Maintains monthly financial planning data and financial data for the annual report.
  • Meet with the Lake County Finance Director Bi-Annually for department financial review and Annually for Budget hearing preparation.
  • Personnel Management
  • Develops staff job descriptions in conjunction with the Lake County Human Resources Department.
  • Enforces county personnel policies and the employee handbook.
  • Advertises job openings, interviews, hires, develops, promotes, supervises and terminates library personnel in conjunction with the Lake County Department of Human Resources.
  • Provides in-service training programs for employee training and development.
  • Conducts regular and special staff meetings.
  • Defines expectations for staff performance; sets standards for library services and programs.
  • Acts as a consultant, mediator and facilitator for staff and promotes high staff morale.
  • Encourages the professional growth of staff.
  • Performs regular coaching meetings in accordance with County personnel policies.
  • Policy and Planning
  • Establishes and maintains a manual of library specific policies.
  • Recommends new policy and policy changes to the Library Board of Trustees and the Board of Lake County Commissioners.
  • Implements approved library policies and procedures.
  • Analyzes legal, physical and statistical data affecting the library’s operation.
  • Investigates trends in library programs and services and facilitates testing of appropriate innovative concepts.
  • Evaluates the effectiveness of library services and internal operations in relation to the changing needs of the community.
  • Property
  • Makes reasonable efforts to protect the safety of patrons, staff and property.
  • Provides for custodianship of the library facilities and grounds.
  • Recommends repairs and alterations to the Trustees, and the BOCC.
  • Recommends new construction; participates in evaluating site selection, design and construction of new buildings.
  • Acts as liaison with the county’s Human Resources Department for risk management issues.
  • Maintains the fixed asset inventory for LCPL.
  • Resources 
  • Responsible for the development of print and non-print collections, including selection, organization, maintenance, preservation, withdrawal, and disposal of materials, either directly or through appropriate delegation.
  • Supervises the planning, organization and management of technical services for the library.
  • Supervise the purchase, utilization, and maintenance of technology to deliver, monitor and enhance library services.
  • Directs a public relations program to promote and publicize the library’s collections, services and programs within the community.
