Job Description


Now recruiting for the exciting opportunity of Education and Cultural Enrichment Manager.  This position is full time (exempt) and works a variety of hours.  Evening and weekend hours are required.   

General Description of Work:
 The incumbent will occupy a leadership and strategic planning role within the Library and Cultural Affairs Department.  The incumbent will: provide the vision and strategy for all public programming for both the Library and Cultural Affairs; ensure programming targets community interests and aspirations; perform professional and supervisory duties related to directing, planning, organizing, coordinating and implementing all programs and activities associated with Library and Cultural Affairs operations.

This position has the responsibility to develop, monitor and evaluate service quality, community responsiveness and ongoing advancements for the Library and Cultural Affairs.  The incumbent will: work in partnership with other employees, departments/divisions, external organizations and the public in delivering effective and innovative services; provide holistic services to internal and external customers by seeking ways to integrate programs or services provided by other departments, divisions or external organizations.

The incumbent will serve as a leader and advocate for visual and performing arts, including an emphasis on diverse cultural program offerings. The incumbent will: serve as liaison for the Broomfield Cultural Council, Public Art Committee, Broomfield/Ueda Sister City Committee, and Scientific and Cultural Facilities District (SCFD); provide board management as needed; oversee and manage the operation of the Broomfield Auditorium and supervise staff; manage, administer, and assist with the appropriate distribution of SCFD funds, as well as Arts, Culture and Science grant funds.  

The incumbent will also serve as a leader and advocate for education and lifelong learning with special emphasis on literacy and STEAM (problem-based learning) programming for all ages and including an emphasis on diverse program offerings for a growing community. The incumbent will manage and supervise library program staff and create opportunities for collaborative conversations regarding all library, arts and science programming for the Library and Cultural Affairs department.

General Duties
Assure collaborative, coordinated programming across the Library and Cultural Affairs department.  Manage schedule allocation, workload and budgets to achieve departmental goals.  Assure responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code.  Recommend and implement modifications to policies and procedures as needed.  Advise departmental or City and County leadership of potential problems or concerns.  Compile, interpret and prepare data for studies, reports and recommendations.  Coordinate departmental activities and programs with other departments and organizations as needed.  Assure facilities and equipment are maintained properly, including coordination of maintenance and repair functions by staff.

Provide leadership and direction in the development of short and long range plans.  Communicate official plans, policies and procedures to department staff, committees and the general public.  Issue written and oral instructions.  Assign duties and examine work for exactness, neatness and conformance to policies and procedures.  Determine work procedures, prepare work schedules, and expedite workflow.  Study, develop and implement policies, procedures and standards for efficient and effective operation and maintenance of operations.  Assure compliance with established policies, procedures and expectations for work culture.

Budget/Resource Management:
Develop and administer in the preparation and administration of the annual budget. Research and compile budgetary, financial and administrative information. Prepare information summaries including budgetary impact and action plan.  Perform calculations to develop trends, breakdowns and other comparisons.  Assure that responsibilities are performed within budget and perform cost control activities such as monitoring expenditures to assure sound fiscal control. Insure that staff manages speaker, performance and artist contracts. Assure that contracts are established and performed in compliance with federal, state and City and County of Broomfield regulation. Assure insurance requirements are in compliance with the risk management requirements. Prepare periodic and special reports as needed in grant administration and planning/assessing departmental activities. Monitor and oversee the progress of projects so the goals may be achieved within the established timeframe.  

Assist and advise the Cultural Council in the review, recommendation and distribution of SCFD funding and administer funds specifically allocated to Broomfield for arts and culture programming appropriately..  Communicate concerns with the Director and/or representative from the SCFD if concerns or problems arise.

Public Relations/Communication:
Represent the Library and Cultural Affairs Department on City and County committees, with community groups, and in regional and state professional organizations.  Read professional publications and attend professional meetings.  Keep informed of new publications and library, art, and science materials, services, and current events which may affect assigned program area.  Participate on the Library and Cultural Affairs leadership team to develop short and long-range plans, policies and procedures, and problem-solving strategies for the Library and Cultural Affairs Department.  Communicate with other team members about management issues and priorities. Recommend policies and administrative actions to the team. Attend meetings and communicate decisions with staff, as appropriate.

Partner with other staff for planning, developing, and implementing the overall vision, mission, programs, organizational structure, processes and projects of the department.  Work with the team to avoid duplication of service and to ensure customer expectations are recognized and met thereby maximizing customer satisfaction.  Develop short and long-range goals including annual Service Efforts and Accomplishments to advance the City and County's mission, goals, and objectives. Monitor the progress of projects so the goals may be achieved within the established timeframe.

Supervision/Development of Subordinates:
The incumbent provides direction, oversight and leadership to assigned staff. Hires, assigns, schedules, evaluates and directs work of subordinates.  Incumbent is responsible for handling related personnel actions including but not limited to hiring, assigning, scheduling, motivating, and training subordinates, as well as, completing performance evaluations, reviews progress and directs change as needed. Determines work procedures, prepares work schedules, and expedites workflow.   Partners with assigned employees to develop workforce and succession plans.  Reviews and analyzes work completed to determine effectiveness in meeting standards, goals and objectives and assuring conformance to policies and procedures.  Implements change and develops or assists in development of new projects or activities.  Maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties.  

Provide strategic direction to supervisors and staff to meet department goals. Contribute to vision setting by department leadership team and ensure that those goals are met.  Works to encourage and foster teamwork among staff to avoid duplication of services and to ensure  clients' needs are identified and met. Demonstrates the ability to team build, create and maintain a positive culture, measure outcomes and hold staff accountable to defined expectations and outcomes.  Create an environment that encourages critical thinking skills, strong communication and appropriate conflict resolution.   

Miscellaneous Duties:
Operate a personal computer and utilize Google Apps.  Operate a motor vehicle in order to attend offsite meetings and to travel to various sites within and outside Broomfield.  Participate in the development and administration of the Department's work plan. Identify and recommend improvements in divisional and departmental operations to ensure functions are efficient and cost effective.  Take proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents.  Use all required safety equipment.  Perform related duties as required.

 Minimum Qualifications:

Training - Graduation from an accredited college or university with a Bachelor's degree in a performing or visual arts discipline, business, non-profit management, or a closely related field required.  Master's degree in Fine Arts, Arts Administration, Arts Management, or related field preferred.

Experience – Three years of professional experience in arts administration, arts marketing and performing and visual arts facility management, including experience in budgeting and in evaluation and supervision of staff that demonstrates a strong background in management with experience in the following areas: fiscal planning, board/committee development, project creation and completion, and programming of cultural venues including performances, exhibits, related amenities, and familiarity with not-for-profit management business practices.


Any equivalent combination of training and experience that provides evidence that the applicant possesses the necessary applicant traits.

NECESSARY SPECIAL REQUIREMENTS: - Must be at least 18 years of age.
