Job Description

FedWriters is a professional communication and analysis firm that helps government and commercial organizations develop a range of products including proposals, technical reports, interactive forms, training materials, regulatory documents, clinical reports, marketing materials, user manuals, engineering documents, and multimedia content.

The Bibliometrics Web Developer will support the National Oceanic and Atmospheric Administration (NOAA) in Boulder, Colorado.  

Primary Duties and Responsibilities:

  • Leads website projects. Develops, edits, revises and updates website content using responsive web design including 508 accessibility compliance. Experience with HTML, CSS, Javascript, Bootstrap, user centered design, and Dreamweaver.
  • Leads data analysis projects using infographics and data visualizations to highlight findings. Experience with software such as Tableau, Photoshop & Illustrator.
  • Performance of bibliometric and citation analysis for agency divisions and labs to help them identify research strengths, benchmark performance, inform research strategy development, locate potential collaborators, prioritize publications to read, and demonstrate academic impact.
  • Library liaison for specific labs within NIST, NOAA & NTIA to facilitate communication, outreach and provision of information services. Responsible for keeping up to date with research conducted in specific labs, and ensuring library collections and services remain relevant to agency research needs.
  • Leads user experience research and design, including survey creation and analysis.
  • Public Services support for the library that includes outreach, general reference and research support to meet the information needs of scientific, research and administrative staff, as well as answer inquiries from partners, constituents, and the general public, using a wide range of tools, such as EBSCO STM Source, Google Scholar, IEEE Xplore, MGA, Web of Science, and WorldCat Discovery.
  • Familiarity using such tools as Endnote, Zotero, Access and/or Excel
  • Leads Library’s technology initiatives like 3D-printing and technology tools program

Minimum Requirements:

  • Bachelor’s Degree required.
  • 3 – 5 years of technical support experience required (ie. web design, software usage, data visualization, bibliometrics, etc.)
  • Proficient with CMS – Dreamweaver, HTML, CSS, JavaScript, Tableau, and/or Bootstrap
  • Proficient with Web Development and Web Design, including the creation of infographics
  • Experience with Data and Trend Analyses, including data visualization
  • Experience with Bibliometrics, such as “Web of Science”, “Web of Knowledge”, Scholarly Publications, or Public Services
  • U.S. Citizen
