Job Description

Nature of Work:

This is highly responsible administrative and professional work in planning, organizing, and directing all public library and information services activities of the public library. Under administrative direction, organizes and directs the activities of the library. The Director serves as the chief administrative officer for the Library Board and is charged with implementing policies and programs of the Board. Work is performed with wide latitude in interpreting policies, rules, and regulations under the policy direction of the Board and the administrative direction of the City Administrator. Supervision is exercised directly or through subordinates over all library employees and is responsible for building and grounds maintenance.

Essential Functions:

This is a generalized job description. Specific duties and responsibilities may vary, depending on job.

 Plans, organizes, and directs library services, either directly or through a subordinate, and programs provided for the community including cataloging, interlibrary loan, reference, children’s, technical, programming, and information services; evaluates results and recommends policies, procedures, and actions to achieve program and plan goals and ensures that they conform to municipal, state, and federal laws and accepted library ethics.

Prepares the city and bookmobile budget with consultation/oversight by the Board; exercises purchasing and budgetary controls; prepares specifications for library equipment, supplies, and materials; monitors contract compliance.

Selects, supervises, and schedules, either directly or through a subordinate, all employees of the library and bookmobile; evaluates library and employee performance; ensures compliance with personnel policies and departmental regulations; takes correction action.

Interprets library policies and services to users, community groups, public, and other officials; consults with the Board, other libraries, academics, officials, and citizens/groups on library resources, programs, and activities.

Oversees, in conjunction with the Board, external relations for the library with its donor base including promotion and solicitation, state-wide association, and general community; attends meetings of professional organizations; participates in continuing education along with staff; complies with NE Library Assoc. directives, including attaining accreditation.

Directly assists the public on occasion in using library resources by answering requests for information, providing reference and referral, tours, demonstrating technology and databases; directs continuing conversion to more automated library.

Serves as primary contact with vendors, particularly automation services; negotiates contracts and ensures their compliance; writes grants and other funding requests, and supervises fulfillment of obligations for awarded grants.

Serves as a City Department Head; keeps Board, City Administrator, Mayor and City Council fully informed on library operations; attends meetings of the Library Board; assists with customer service; may fill in for absent staff; may assist with website; may assist with opening/closing the library; helps maintain library atmosphere.

Performs other related duties as assigned by City Administrator and/or Board.

Maintains regular attendance on the job.

Pass security background clearance and any required physical exam.

Qualifications:

Minimum Education and Experience Requirements:

Graduation from an accredited four-year college or university with major course work in liberal arts or related field, supplemented by a Master’s degree in library science.

Considerable progressively responsible experience in library work including supervision; five years of experience as director or assistant director in smaller public library.

Knowledge, Skill and Ability Requirements:

Considerable knowledge of the principles and practices of modern library science; of reference and information practices, particularly electronic resources.

Considerable knowledge of the resources, programs, and services available in public libraries; of the role of the public library and its relationship to other area libraries.

Knowledge of library funding and reporting procedures; of municipal, state, and federal ordinances and statutes pertaining to public libraries and their services; of modern principles, methods, and techniques of administration and program planning.

Ability to plan, implement, and direct programs of interest to the reading public; to hire, train, and supervise a staff of full-time and part-time employees; to express ideas clearly, both orally and in writing.

Ability to establish and maintain effective working relationships with library board members, subordinates, other city employees, community groups, and other libraries.
