Job Description

Implements the automated performance measurement system for the Library’s Balanced Scorecard. Consults with superiors to implement policy and procedures to provide a specialized performance measurement process for strategic, operating, financial and employee growth objectives. Provides guidance in the identification and development of measures, targets and initiatives. Oversees Balanced Scorecard data collection, process improvement and reporting tools. Assists Director of Finance and Planning in linking Balanced Scorecard with incentives and budgeting. Evaluates and assists in implementing computer applications needed to automate performance measurement tracking and solutions. Manages projects and timelines, develops management reports and provides analysis that inform management decisions. Recommends changes to process based on specialized areas including Balance Scorecard by researching within the realm of the specialized assignment. Communication and Training: Skill in building and maintaining working relationships with multiple internal departments and external entities. Ability to communicate effectively and conduct training to implement performance measurement methodologies. Ability to work independently and recommend decisions based on analysis. Management: Skill in proactively solving problems and developing solutions in a high-performance organization devoted to continuous improvement. Skill in organizing complex overarching projects, evaluating the effectiveness of existing methods and procedures and making recommendations for improvements. Technical – Knowledge of automated Dash Board or performance measurement systems. Knowledge of research, statistics, survey and data collection methods. Skill in analyzing complex problems in areas where special expertise or knowledge is required and implementing actions for appropriate problem solving. Ability to compile, review and analyze internal and external data. Ability to use research and data in the preparation of written proposals and management reports in a format that informs decision-making. Ability to create databases and use automated tools to develop data sources for analytical purposes. Ability to learn software applications, including Microsoft office applications and Peoplesoft. Ability to participate and lead a teamed approach to review and select software to automate Balance Scorecard performance metrics for DPL’s Balanced Scorecard.Teamwork: Skill in establishing and maintaining effective working relationships with colleagues, organizations and the public. Ability to provide high levels of internal customer service, flexibility, conscientiousness and personal responsibility.

Additional Info & Requirements

Three to five years experience in data collection and analysis, business system analysis, business intelligence, organizational development or performance management. Significant experience working with software applications in a large organization in which communication and training are important components of the project.
