Upper San Juan Library District, known locally as Ruby M. Sisson Memorial Library, serves 1356 square miles of Archuleta County, Colorado, population 14,057, through one library building currently under expansion in the town of Pagosa Springs. Fed by natural hot springs and on the edge of some of the wildest regions of the Rocky Mountain West, Pagosa Springs is a tourist destination on the east west 160 corridor between Durango and Alamosa just over the New Mexico border. The county includes portions of the Southern Ute Indian Reservation, including the town of Arboles. The library and the local school district also service residents over the state line who have no public libraries and no public schools, particularly the residents of the Jicarilla Apache Nation with tribal headquarters in the community of Dulce, New Mexico. The Wolf Creek Ski Area 30 miles east of town gets more snow than any other ski resort in Colorado and brings much tourism to the town in the winter months from nearby New Mexico and northern Texas as well as Colorado’s front range. The town also sees a surge in tourism during the warm summer months. During the 4th of July weekend in 2025, the Pagosa Springs Tourism Board reported 62,000 tourists in the county. These tourists often use the library for internet access and a quiet place of respite. Indeed, the Colorado State Library has designated Pagosa’s library as a Tourist Community Library, acknowledging the use of the library beyond the local taxpayer population. At present, the library has over 16,700 cardholders, a significant amount more than the 14,057 residents in its legal service area. The library is the true community center of this rural portion of the state and is heavily used and loved by all. 2025 usage is projected as 60,000 visitors and 100,000 collection loans
