Job Description

Pueblo City County Library District is seeking a Human Resources Manager who is passionate about their role in creating a winning workplace.  The ideal candidate will possess the essential skill set to manage all aspects of the Human Resources function.  This includes employee relations, performance management, compensation, benefits, recognition, compliance, and recruiting.  The right individual will possess the character traits to build trust, uphold organizational values and demonstrate respect and diplomacy in all situations.

About the Position:

 The Human Resources Manager is responsible for the overall administration, coordination and evaluation of all human resources functions for the district with focus on maintaining a fair and respectful workplace. The position provides leadership in recruiting, benefits/compensation, recognition, employee relations, leaves of absence, health & safety issues, volunteer services and administration of policies and procedures. 

The Human Resources Manager reports to the Chief Financial Officer and works closely with the Human Resources Assistant, Finance Department, COO and Executive Director.  This position serves as an advisor to both employees and the management team by sharing and interpreting information and assisting with difficult situations that occur in the workplace.  The Human Resources Manager regularly interacts with job candidates, volunteers, organizations and vendors.  This person will demonstrate the ability to communicate effectively with people regardless of age, race, sexual orientation, ability level or background.  The HR Manager will network with the HR professional community to stay current on employment law changes and workplace trends.

Responsibilities Include:

  • Communicates and interprets employment policies and procedures for staff and the management team.
  • Serves as an employment information resource for the district.
  • Maintains the budget for the Human Resources department, compiles reports, statistics, and monitors the staffing budget.
  • Directs the recruiting process by determining a recruiting strategy, selecting a committee and drive the process to hire the best candidate possible in a timely manner.
  • Maintains on-line recruiting system of job postings, requisitions, screening tools, applicant database and hiring manager contact list.  Utilizes job boards, social media, professional networks, recruiters and other means to solicit applicants.
  • Conducts interviews and guides the selection process. Performs background checks, reference checks and makes recommendations for hire to the Executive Director.   Extends job offers, negotiates within set boundaries.
  • Coordinates the hiring process including completion of Personnel Action Forms (PAF), initial new hire forms, creates personnel records in HRIS system and personnel files.
  • Oversees orientation and on-boarding process as well as bi-annual Organizational Orientation, coordinates with HR Assistant who conducts New Hire Orientation.
  • Generates timely company announcements and monthly BOD reports.
  • Coordinates terminations and retirements, generates PAF, conducts exit interviews, terminates employment in HRIS system and personnel files.
  • Handles employee relations issues, ensuring compliance with all state and federal laws. Oversees and approves all disciplinary actions.
  • Develops and maintains a current bank of job descriptions in the HR files and on the employee Portal.
  • Maintains employee recognition programs that support engagement and a positive work culture.
  • Maintains human resources records and personnel files within retention and regulatory guidelines.
  • Processes employment and personnel changes, generates PAFs and updates HRIS records.
  • Works closely with the Executive Team and Steering Committee to evaluate employee benefit plans.  Administrator for employer provider group health plans (dental, health, vision, life) and voluntarily optional benefits.  Maintains records for Affordable Care Act compliance.  Projects impact of staffing hours and insurance costs.
  •  Coordinates the Library District’s volunteer program including recruiting, intake, record keeping, reporting, promoting communication and recognition via monthly programs and quarterly events.
  • Leads the Health and Safety Committees to promote a safe and healthy work environment.   Develops wellness and safety initiatives for the district, maintains safety manual.  
  • Administers Workers’ Compensation coverage, training, processes and monitors claims, experience rating and costs.
  • Administers all leaves of absence including ADA, FMLA, Unpaid Leaves, Domestic Violence Leaves and other requested leaves to ensure legal compliance.
