The Library Facilities Division has responsibility for maintenance of JCPL facilities and construction management. The purpose of this position is to manage the day-to-day operations of JCPL's facilities, buildings and grounds. In addition, this position is responsible for response to public and departmental inquiries, mitigation of customer problems, and ensuring compliance with relevant policies and procedures. This position also monitors operations and project budgets, has oversight of maintenance requests, and maintains data and reports. The Facilities Operation Manager reports to JCPL's Director of Facilities and Construction.
ESSENTIAL DUTIES
Management
- Oversees day-to-day operations of JCPL facilities and building services.
- Manages maintenance of JCPL facilities, including scheduling all maintenance projects and requests.
- Manages JCPL construction projects, including participating in project development and plan review.
- Supervises the activities of contractors.
- Ensures accuracy of construction and conformance to construction standards.
- Resolves routine and non-routine problems.
- Maintains knowledge of codes, legal issues, and regulations.
- Provides input based on expertise and observations at division meetings or county meetings.
- Participates in regular meetings and activities of the Combined Management Team.
Supervision
- Hires, trains, schedules, and manages division personnel.
- Conducts performance evaluations. Submits records and reports as required.
- Ensures adherence to established policies, procedures, and standards.
Budget
- Participates in the development of the annual budget process, including monitoring operations and project budgets.
- Processes payments and submits expenses for approval, including the processing of pro-card purchases.
Customer Service
- Responds to and resolves public and departmental inquiries and complaints.
QUALIFICATIONS

- Bachelor's degree or equivalent.
- A minimum of three years of related work experience.
- Supervision experience of two or more full-time employees.
- Technical skills as appropriate for the position.
- Intermediate reading, writing, and math skills.
- Bilingual (Spanish/English) a plus, but not required.
REQUIREMENTS
- Must work days, some evenings and weekends, and holidays as needed.
- Must be available for 24/7 emergency building response.
- Must be available for on call rotation.
- Must have valid Colorado driver's license.
- Offer of employment contingent on criminal history check, motor vehicle record check, and education verification.
