Job Description

Director of Library Services and Cultural Affairs salary range $107,536 to $145,496 DOQ. 

The position is a highly responsible senior staff-level professional, providing leadership, strategic direction and supervision for assigned department.

Incumbent serves as the departmental leader and is committed to innovation, creativity, service excellence, and transforming local government through leading ideas and practices. The incumbent serves as a key designer, promoter, motivator, and catalyst for the alignment of culture with organizational values within the department.

The incumbent performs professional, managerial and leadership duties relating to planning, directing, organizing, implementing, and coordinating all programs, materials, sites and activities of the library, visual and performing cultural arts programs, and museums in Broomfield.

The incumbent works in partnership with other employees, departments/divisions, external entities, and the public in delivering effective and innovative services. Provide holistic services to internal and external customers by seeking ways to integrate programs or services provided by other departments, divisions, and external entities.

The incumbent is responsible for partnering with assigned staff in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. He/she creates strategic plans, assembles staff resources, and delegates tasks to assigned staff members. He/she ensures that assigned staff works as a team to avoid duplication of service and to ensure that customer expectations are recognized and met. He/she maintains confidentiality of information consistent with applicable federal, state and city/county rules and regulations.

Working with the community, the incumbent designs programs that anticipate/respond to community needs and expectations and derives the maximum impact from the expenditure of money appropriated for these purposes. He/she formulates and directs a comprehensive library services/cultural affairs program for the City and County and oversees facility and program scheduling.

The incumbent: establishes short and long-range goals including Strategic Outcomes, key indicators and annual accomplishments to advance the City and County’s mission, goals, and objectives; provides staff with the appropriate tools and guidance in order to reach those goals. He/she conducts planning sessions with appropriate audiences in order to gather ideas and information to effect innovative and cost effective programs. He/she is responsible for making changes in organizational structure, methods, and procedures for department. He/she analyzes operational procedures to assure maximum efficiency and develops and implements policies, procedures and standards for efficient and effective operation and maintenance of operations, assuring compliance with established policies and procedures.

The incumbent coordinates and balances activities of department with those of other divisions or departments, governmental agencies, consultants, developers, contractors, community organizations and the public. He/she maintains awareness of federal, state, and local laws, rules and regulations pertaining to operations. He/she researches, investigates and directs the resolution of complex problems, and conducts research on policy topics. He/she analyzes problems, identifies alternative solutions, projects consequences of proposed actions, and implements recommendations in support of goals. He/she provides assistance to other City and County departments as required.

The incumbent oversees the cultural affairs programming, the general collection of library materials, library programming, and automation required to support operations and services. He/she coordinates efforts to obtain outside funding sources; actively and aggressively pursues private and public grants. He/she assures that library and auditorium facilities and equipment are maintained properly, and coordinates maintenance and repair functions.

The incumbent coordinates the library and cultural affairs program with other leisure programs, other city and county departments, and outside organizations such as school districts, historical and cultural organizations and various community-based groups. He/she oversees the development/coordination of various special library and cultural affairs activities throughout the year. As principal staff liaison, he/she meets regularly with the Library Advisory Board to develop policy guidelines, review existing programs and recommend new programs. He/she oversees Cultural Affairs Manager in role as liaison to the Cultural Council and Public Art Committee. He/she develops community resources by participating in community activities and organizations; receives feedback on library services and cultural affairs programs and coordinates community awareness and participation. He/she reviews program areas, implements changes or new programs to meet needs of the community; develops, maintains and implements a library and a cultural affairs master plan.

Training – Master's Degree in Library Science or a closely related field from an ALA accredited college or university. Or any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.

Experience - A broad background in library services and cultural affairs including at least three years of senior leadership level experience in a public library setting or comparable senior leadership experience in a multi-faceted organization. Applicants must demonstrate management experience in multiple public library functions such as collection management, program development and technology applications. Some management experience with cultural arts programs in a community based setting including facility management is required. Experience working with advisory boards in highly desirable.

NECESSARY SPECIAL REQUIREMENTS - Must be at least 21 years of age. Applicants must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: interviews/assessment center, reference checks, background checks including police check, sex-offender registry check and fingerprint checks through CBI/FBI.
