Job Title:            Director of Finance & Business Operations

Reports To:        Executive Director

Location:            Webster House Administration Center

Job Type:            Classified, Full-Time

FLSA Status:      Exempt

Rate of Pay:       $79,264/annually

Benefits:         This position is eligible for Full-Time benefits

 Summary:  This role performs a wide range of duties including financial management and oversight of general business operations which includes facilities management.  

Essential Duties and Responsibilities:  Financial Management 

  • Create and maintain a financial record keeping system for the District that complies with Colorado State statutes, Governmental Accounting Standards, Generally Accepted Accounting Principles (GAAP), proper internal controls and provides an audit trail.
  • Develop and monitor the District’s annual capital and operating budgets.
  • Provide financial statements including balance sheets and budget comparison reports for operating and capital project activities, including narrative explanations to the Board of Trustees.
  • Develop the Comprehensive Annual Financial Report in collaboration with District auditors.
  • Provide input on District’s compensation plan and work with HR Manager to review and implement annual increases.
  • Provide financial guidance and recommendations to Executive Director.
  • Perform research and analysis for budget development and funds management.
  • Develop and maintain databases and/or spreadsheets for monitoring and tracking fund budgets of project and program accounts.
  • Generate and submit reports as required related to revenues and expenditures, grants, programs, and projects.
  • Analyze and monitor budgets including providing financial guidance and recommendations to managers and staff.
  • Review and coordinate processes that include payment of invoices and deposits of revenue, substantiating business transactions.
  • Monitor financial compliance of grant and intergovernmental agreements.
  • Work cooperatively with City of Fort Collins’ finance, purchasing, and budget offices in accordance with intergovernmental agreements.
  • Supervise and provide performance feedback/evaluation of Accounting Clerk.
  • Oversee accounts payable and receivable processes and procedures; resolves discrepancies.
  • Verify details of business transactions, such as funds reviewed and disbursed, and reconcile accounts; may maintain inventory records.
  • Complete financial portion of annual surveys and work in collaboration with HR Manager to complete Employer’s Council surveys.
  • Work with staff to answer questions and provide guidance related to financial matters.
  • Other duties as assigned.

 Essential Duties and Responsibilities:  Business Operations

  • Oversee facilities maintenance including supervision of two Facilities Maintenance Technicians.
  • Assist Executive Director with space planning.
  • Responsible for risk management and maintaining business insurance plans including property and casualty, directors and officers, and workers’ compensation coverage.
  • Oversee records retention and ensure compliance with state and federal laws.

  • Knowledge of Governmental Accounting Standards, Generally Accepted Accounting Principles (GAAP) and Colorado State statutes.
  • Skill in accounting procedures for construction projects and debt offerings.
  • Able to ensure that ethical standards are practiced in regard to financial management.
  • Ability to define and explain technical accounting procedures.
  • Skill in Quickbooks accounting or similar software.  Experience with JD Edwards preferred.
  • Ability to analyze financial data, track revenues and compile related reports.
  • Able to align strategy with people, processes and systems.
  • Able to maintain and convey confidential information.
  • Detail oriented and ability to work tight deadlines and multiple tasks.
  • Thorough knowledge of standard office software and their applications.
  • Ability to operate standard office equipment such as personal computer, printer, telephones, fax machine, copier, and calculator. 

Education/Experience:

Bachelor's degree in accounting, or finance from an accredited college plus a minimum of five years progressively responsible experience in accounting, finance or related area.   Experience in governmental and/or public sector preferred. 

Language Abilities:

Ability to read, analyze, and interpret technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication that conform to prescribed style and format.  Ability to effectively present information to top management, public groups, and/or boards of directors. 

Reasoning Abilities:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form. 

Certificates and Licenses:

CPA (Certified Public Accountant), CPFO (Certified Public Finance Officer), or CGFO (Certified Government Finance Officer) preferred. 

Supervisory Responsibilities:

This job supervises the Accounting Clerk and the Facilities Maintenance Technicians.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

While performing the duties of this job, the employee may be required to sit, type or reach for extended periods. Some climbing to reach office supplies and files may be required.  The employee is occasionally required stoop, crouch, reach, and grasp.  Manual dexterity to operate a personal computer and other office equipment, as well as visual and hearing acuity sufficient to assist staffare also required.  The employee must occasionally lift and/or move up to 25 pounds.
