Job Description
Role: Oversees systemic programming using outcomes-based planning methodologies; Coordinates events and district wide programs; Supervises staff and provides services at community events, fairs, and off-site locations; Oversees Pop Up Library.
Major Duties and Responsibilities:
25% - EXPERIENCE DEVELOPMENT– Develops, coordinates and oversees the organization’s presence at community fairs, events, and other off-site locations by ensuring library service is delivered in a relevant way to each unique audience by using on-site catalog searching, providing deposit collections, demonstrating technology, promoting new products, sourcing other informational needs and demonstrating to the public the relevance of library services in their daily lives in unexpected ways; ensures each experience and opportunity for community engagement incorporates a two way conversation to gather external audience feedback and shares that information with management; develops and organizes all necessary off-site circulation and patron account access procedures for the Pop Up Library as appropriate; shares network and partnership opportunities between library staff and area agencies to provide staff the opportunity to develop relationships with the agencies in order to inform agencies about future programs, services and activities. 25% - PROGRAM DEVELOPMENT - Develops and implements policies and procedures in relation to out-comes based programming; sets minimum standards and expectations for all programming at High Plains Library District; ensures the model and standards are adopted and utilized at every level throughout the organization; determines expectations for post-program evaluations: provides evaluation tools and solutions; analyzes programming feedback to guide future programming and to ensure goals and objectives are met; identifies and prioritizes programming wants and needs of the community. 20% - PROGRAM LEADERSHIP – Facilitates collaboration among branches in program development; supervises and leads district wide programs and experiences and oversees all other teams responsible for programs; authorizes booking agreements and funding for programs and experiences; supports library staff in the development and delivery of meaningful and relevant library service in the form of programming and experiences to the public. 10% - SUPERVISION OF DAILY OPERATIONS – Supervises daily operations by getting information and making sense of it, communicating information to staff, organizing resources and making decisions in order to ensure the proper functioning of the operational unit. E
5% - STAFF PERFORMANCE MANAGEMENT – Sets performance objectives for staff; observes and documents performance; recognizes, rewards and disciplines performance; trains staff; and recommends adjustments to pay in order to manage the pay and performance of staff. E
5% - STAFF SELECTION – Selects staff by interviewing candidates for vacant positions, assessing qualifications, and recommending for hire the candidate that most closely meets the desired qualifications at a starting wage reflective of the hiring strategy and overall staffing plan for the operational unit. E
5% - DATA MAINTENANCE – Sets standards for and monitors post-program data collection and evaluation; collects and organizes the District’s programming data and uses it to guide future program planning; uses data for purposes of monthly and year-end statistic reporting to the state. E
5% - OTHER DUTIES – Approves program expenses and monitors programming budget; participates in the use of HPLD social media and assists Public Information Manager with other duties as assigned in order to ensure the smooth operation of the department. N
Minimum Requirements:
Education:
Master’s in Library and Information Science (MLIS)
*Applicants who do not have an MLIS but are looking to pursue and receive the degree are still encouraged to apply.
Experience:
Two to Five years of experience working in a library (preferred)
Skill in basic computer operation
Valid Driver’s License and good driving record
Personal vehicle
Able to read, write, and speak Spanish fluently (preferred)
Working with under-represented populations
Event management
Or any combination of education and experience which provides the success factors.

Physical Success Factors:
Able to lift 50 lbs.
Able to push a fully loaded book-cart weighing up to 200 lbs.
Able to load materials onto a mobile services vehicle
Able to drive large delivery style vehicle

Pay Grade: 47
Compensation/Benefits: $22.93 - $31.02/hr including full-time benefits
FLSA Classification: Exempt
Hours: Full-Time 40 hrs/wk; Some days, evenings and weekends
