Job Description

Manages the staff, equipment and services of the Library’s Technology and Innovation (LTI) division under the general supervision of the Library Director. Responsibilities include management of the library public computers, public computing center, makerspace and technology classroom.
The salary range for this position is $66,000 - $102,400 per year with a hiring range of $66,000 - $84,200, depending on qualifications and experience.

ESSENTIAL JOB FUNCTIONS: 

Leadership/Strategy/Budgeting

  • Collaborates with Library Director and other division managers to create, implement, and continually monitor the Library’s strategic plan and public services to meet departmental and City-wide goals and expectations.
  • Develops and implements Library Technology Plan, including developing strategies and time lines for major IT projects, coordinating the evaluation, design, planning and deployment of new IT systems, services, software and hardware.
  • Benchmarks, analyzes, and recommends improvements to and growth of Library IT security, infrastructure and systems.
  • Develops and directs implementation of library technology and equipment budget and capital infrastructure budget

Management/Staff Development

  • Manages, directs and develops staff including interviewing, hiring, and training employees, planning, assigning and directing work; appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.
  • Guides, trains and develops staff, library wide, in new technology procedures and policies, including maintaining and creating web-based tools to enhance service levels and organizational effectiveness.

Customer Service

  • Manages three public technology areas: public computer center, makerspace and technology classroom, ensuring the public receives a safe, reliable, and consistent experience.
  • Establishes and maintains customer service standards and policy for the division and library-wide technology use.
  • Works the public service computer lab desk as needed (averaging 5 hours per week) assisting library users of all ages in the use of library technology, performs research and retrieval of information/materials, demonstrates use of library equipment and technology including cameras, phones, scanners, public access computers, software and the internet in response to customer technology questions.

Contract/Purchasing/Vendor and Project Management

  • Manages IT projects and purchases, issues RFPs, manages contracts, oversees and tracks budgets and time frames for hardware installation, software updates, system updates, migrations and outages.
  • Coordinates with vendors, service reps and City purchasing to select, purchase, and maintain equipment, maintenance agreements and various software licenses.
  • Plans and coordinates the purchase of computer hardware, server hardware, network devices and other equipment according to department standards and procedures using the library capital replacement plan.
  • Ensures appropriate inventory levels.

IT Specific Focus

  • Serves as liaison with City IT to allocate technology resources for library needs.
  • Oversees end-user services, including help desk and technical support including the installation, configuration, maintenance and operation of computer, printer and network equipment connected to the Loveland Public Library’s (LPL) public computing network.
  • Maintains essential IT operations including operating systems, security tools, applications, servers, laptops, desktops (including Mac), software, and network hardware.
  • Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery.
  • Maintains and monitors library equipment and systems including but not limited to Radio Frequency ID system including tags, staff stations, Express Checks, security gates, and a twelve bin automatic materials handling sorter.
  • Provides technical support including installation, resolve, and troubleshoot hardware & software for library staff and public to support the library.

OTHER JOB FUNCTIONS:

  • Oversees Library-wide marketing and communication including the library’s website and social media platforms.
  • Responsible for audio and visual needs for the library including video production, editing, print design and publishing and 3D printing.
  • Performs backup responsibility for system administrator.
  • Assists with special events, organizing files, serving on City and/or library committees, opening and closing department.
  • Works collaboratively with City IT staff and serves as liaison on citywide IT policies, security, projects and system upgrades.

SUPERVISORY DUTIES:

This position is a second-line supervisor responsible for supervision of first-line supervisors and may also supervise non-exempt and/or non-supervisory exempt employee(s). 

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.   

JOB QUALIFICATIONS:

Knowledge, skills & abilities:

  • Communicate, collaborate and interact effectively with people of all ages, backgrounds and technical skills.

  • Support library specific applications, including Integrated Library Systems, print and PC management systems.
  • Requires in depth knowledge of Microsoft Office Suite of productivity software – Word, Excel, Outlook, etc.
  • Knowledge of established and innovative library resources, methodology and standards.
  • Specific working knowledge of library computer systems.
  • Strong PC, hardware, software, networking, audio visual and general troubleshooting skills.
  • Experience managing & working in a Microsoft Windows Active Directory domain environment.
  • Requires understanding of network server functionality and architecture.
  • Working knowledge of VMware or other OS streaming technologies
  • Working knowledge of Envisionware PC Reservation and LPT: One computer management software.
  • Strong customer service skills; ability to demonstrate passion to assist & serve the public.
  • Ability to maintain effectiveness under varying degrees of pressure.
  • Knowledge of project management.
  • Strong organizational & supervisory skills in order to schedule, assign and monitor and manage the work of others.
  • Work effectively both independently and as a member of the library leadership team.
  • Research, evaluate, learn, become proficient, implement and support new and emerging technologies beneficial to Library staff, patrons or City staff.

Education and/experience

Two years of college coursework plus two years of experience or a Bachelors Degree in Computer Science or related field required, Masters Degree in Library and Information Science or related field preferred.

Four years professional and progressively responsible IT experience required.  This is in addition to any years used to satisfy the education requirement.

Two years supervisory experience including hiring, discipline, performance management and evaluation of paid staff.

Strong experience with library management systems, vendors and solutions is preferred. 

Licensure and/or certifications:

A+ and/or Network+ certification(s) preferred.

Material and equipment directly used:

Library computer desktops and staff terminals, iMacs, laptops, tablets, eReaders, printers, standard office equipment, 3D printers, Adobe Creative Cloud, Professional Audio and Visual equipment, large format printers, media carts, library materials (books, videos, DVDs, etc.)

Working environment/physical activities: 

While performing the duties of this job, the employee is regularly required to work in a library environment with extensive public contact; must be able to directly assist customers to various locations within the building; positions and moves equipment and AV carts weighing up to 50 lbs. Schedule is flexible, requiring some scheduled weekend and evening hours or as problems develop. Must be able to open and close building and division. Subject to on call work due to urgent technical issues. Travels to various facilities for off-site meetings and programs.
