Job Description

Under general direction, plans, manages and directs the activities of one or more full service branches of the County Library System; assists in establishing countywide library goals, policies and procedures.

  • Directs and manages the activities of a branch library.
  • Manages and supervises assigned staff, prioritizes and assigns tasks and projects; disciplines, trains and evaluates staff; counsels, coaches and instructs employees as required; develops staff skills and conducts performance evaluations.
  • Responsible for branch materials collection, which includes weeding, evaluating, and selecting new titles to meet the needs of the community served.
  • Responsible for community-wide outreach and library programming.
  • Provides reference services and assists the public in making effective use of the branch.
  • Analyzes and evaluates materials, services and facilities.
  • Develops and maintains appropriate procedure manuals.
  • Provides high level customer service; mediates the most complex customer service concerns and resolves the most difficult patron problems that were referred by branch staff.
  • Ensures branch staff consistently maintains high standards of customer service.
  • Serves as a resource for branch staff on library policy, procedures and practices.
  • Serves as a member of the library leadership team.
  • Oversees the care and maintenance of branch facility and library grounds and equipment.
  • Develops, coordinates, and promotes activities to meet changing needs and to improve program services.
  • Analyzes complex problems and takes appropriate action.
  • Oversees and manages branch budget of restricted cash and other donations from the community; identifies grant opportunities and prepares grant applications for submittal; administers grants; plans and develops fund raising events.
  • Acts as public relations representative for branch, which includes speaking to and involvement with interested groups such as the Friends of the Library.
  • Cultivates and maintains positive relationships with local officials, government entities, citizens' groups, public service organizations, Friends, community groups, and the public; liaisons with community groups and develops partnerships as appropriate.
  • Plans and conducts regular branch staff meetings.
  • Identifies opportunities for improvement in the current policies, procedures and systems; offers recommendations for change.
  • Serves as a positive and motivational team leader as well as a positive and effective member of a peer group.
  • Models outstanding customer service.
  • Demonstrates commitment to service by attending workshops and educational programs, reading periodicals and specialized literature, attending staff meetings, and participating in committees and organizations that further the library's mission and goals.
  • Keeps abreast of developments in library branch administration and library programs by attending workshops and educational programs and reading professional periodicals and specialized library literature.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Master's degree of Library Science or Library and Information Science from a college or university program accredited by the American Library Association.
  • Two (2) years professional library experience; including one (1) year lead or supervisory experience.
  • Valid State of California driver's license may be required.

Environmental Factors and Conditions/Physical Requirements

  • Work is performed in an office environment.
  • May be required to lift and carry items weighing up to 25 pounds.
  • May be exposed to potential physical harm and infectious diseases due to a high level of public contact.
