Job Description

The Arapahoe Library District is seeking a seasoned professional to lead our Facilities and Safety teams. We are looking for someone with at least five years of facility operations management experience, supervision of direct and indirect reports and with strong construction management skills. Title: Manager, Facilities & Safety

Location: Support Services, 12855 E. Adam Aircraft Circle, Englewood, CO 80112

Reports to: Director of Finance

FLSA Status: Exempt

Pay Rate: $73,300 - $117,000

Purpose: Manage the operations and project management of physical facilities comprising 200,000 sq. ft. of space, oversee construction and other projects, company vehicles and company safety and security services. Responsible for the facilities team, safety team, and the deliver driver team.

Essential Duties and Responsibilities:

70% OPERATIONS/PROJECT MANAGEMENT

  • Prepare an annual budget for facilities and fleet operations and monitors daily operations in order that facilities and vehicles remain in service during normal business hours.
  • Develops and manages the department operational budget of over $3.0 million plus and construction, remodel and capital budget that varies from year to year from $500K up to $14 million by preparing budget recommendations, monitoring expenditures, approving purchase orders, and approving invoices for payment in order to effectively expend appropriate funds.
  • Negotiates with 40+ vendor contracts and monitors services by researching prices and comparing products and services in order to obtain the best materials and services at optimal pricing.
  • Review the work of outside contractors in order to ensure the on-time and within budget completion of services, including building and remodeling projects.
  • Set goals for district project(s), establish implementation team (s) and timelines for completion, and collaborate effectively with department managers to achieve desired outputs and outcomes for the organization.
  • Responsible for the overall planning, direction, completion, and financial outcome of assigned projects.
  • Help develop preliminary projects budget with contractors, architect and vendors,
  • Participate in OAC meetings, project close out, warranty periods, secure O&M's manuals and "as built" drawings, and review submittals and pay-apps.
  • Monitor the regular maintenance of facilities and fleet, assign staff to trouble tickets to rectify problems; and tracks the life expectancy of capital equipment, evaluate performance and condition, and research product information to purchase replacements.

15% SAFETY/SECURITY

  • Monitor incident reports for violations of the Patron Code of Conduct.
  • Monitor reports of injuries and responds to changes needed for facilities.
  • Investigate the threat to patron and staff security, and responds by contacting authorities, as necessary; electronically monitors and responds to alarms in order to maintain security of facilities after-hours.
  • Oversees the maintenance of safety procedures and oversee the develop of training programs in order to reduce the risk of loss due to liability.
  • Oversees and ensures that facilities are in compliance with fire prevention, general safety, health hazards protection, disaster and crisis communication, and emergency preparedness plans.

10% LEADERSHIP & SUPERVISION

  • Recruits, interviews, hires and trains new department staff
  • Sets objectives for direct reports, makes resources available, troubleshoots problems.
  • Oversees and manages the priorities and work activities of assigned area
  • Monitor and develop employee performance, including delivering recognition and constructive and timely evaluations.
  • Recommends salary increases, promotion, transfers or terminations
  • Handles discipline and terminations in accordance with practice
  • On-call in crisis situations

5% RISK MANAGEMENT

  • Coordinates insurance policy coverage by assessing risk, reporting accidents and losses to insurers, coordinating the settlement of claims, and ordering repairs and replacements in order to remedy property and casualty losses.
  • Ensure compliance with administrative, legal and regulatory requirements of governmental and accrediting agencies.

Performs other related duties as assigned and requested

Minimum Qualifications:

  • Five years of facilities management experience.
  • Five years supervisory experience.
  • Knowledge of practices, procedures, equipment and materials employed in HVAC, plumbing, electrical, landscaping, janitorial services, carpentry, painting and new and interior construction and remodel.
  • Construction project management skills.
  • Intermediate skill in Microsoft Office and building automations systems.
  • Ability to maintain confidentiality and use tact and discretion in the conveyance of confidential information.
  • The ability to influence and motivate others is essential to the job, requiring skills in diplomacy, trust and team building.
  • Stay true to organization's values by being compassionate, inclusive, alert and responsive, dependable and accessible.
  • Ability to communicate effectively and work cooperatively with patrons and employees.
  • Management aptitude, including management education and experience, leadership skills; responsibility for outcomes; personal productivity; practical thinking; adaptability; coaching; and business ethics.
  • Ability to travel to library district locations.

Preferred Qualifications:

  • RPA and FMA designations, preferred.

Work Environment:

The essential duties for this position are performed in an indoor office environment.

  • Moderate noise and distractions.
  • Some work includes construction sites.
  • Work independently.

Physical Activities:

Physical activities required to perform essential duties include:

  • Must be able to move around 25-50% of the time.
