Job Description

POSITION SUMMARY

The Library and Cultural Arts Manager plans, administers and directs the resources of the division to meet organizational strategic goals. Develops and delivers exceptional library and cultural arts services, programs, and events.  Develops policies and procedures. 

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities

Serves on the departmental leadership team.  Contributes to the development and implementation of departmental goals, objectives, policies, procedures, and service standards.  Collaborates with other city divisions and departments to meet organizational goals and demonstrated community needs.

Selects, hires, trains, schedules, and evaluates the work of assigned staff.   Recommends selection of staff throughout the division and provides for their training and professional development.  Builds an engaged and productive team that delivers outstanding and personalized customer service.

Provides leadership for creation, development and implementation of innovative library services and cultural arts programs and events. 

Develops the division budget and monitors expenditures.  Manages the library facility and ensures a safe and welcoming environment for the public and staff.

Serves as the staff liaison to the Library Board and the Cultural Arts Commission.  Builds positive relationships with community partners and responds to customer and community questions or concerns.

Develops and implements marketing plans to increase awareness and utilization of the division’s services throughout the community. Conducts research on trends and community needs and evaluates the effectiveness of library and cultural arts services.

Other Duties & Responsibilities

May assumes the duties of the Director during his/her absence.

Services as the staff liaison to the Cultural Arts Commission and Library Board

Represents the division at community and professional meetings.

Submits grant applications, awards and recognitions.

Performs other duties as assigned and required.

PREPARATION AND TRAINING

Education:              Masters of Library and/or Information Science Degree required.

Work Experience:    Minimum of 5 years’ experience in a public library; minimum of 2 years’ supervisory experience.

Certifications and/or Licensures:  None

Required Driver’s License: None

An equivalent combination of education, training and relevant job experience may be substituted.

Knowledge

Skills and Abilities

Computer Skills - Advanced computer skills required in integrated library computer systems, digital media applications, Microsoft Office Suite.  Ability to troubleshoot common computer issues in a Windows environment. 

Communication Skills - Advanced customer service skills needed to interact with the public, including conflict resolution skills to diffuse situations and resolve issues.  Advanced communication skills required to prepare and deliver presentations to City Council and other community and civic groups, and to plan and conduct meetings. 

Analytical Skills - Advanced skills required to research and interpret division and community needs.  Also required to analyze data, recognize trends and resolve complex issues.

General Management Skills - Advanced management skills required for budget management, and to develop and administer policies and procedures.  Also required to effectively select, train, supervise, motivate and evaluate division employees. 

Mathematical Skills – Advanced skills required to manage the division budget and prepare statistical reports.

WORKING CONDITIONS

Work is performed in a standard library environment, requiring standing for extended periods of time. Work evenings and weekends may be required. Work may also be performed in a standard office environment, requiring sitting for extended periods of time.  Must be able to perform occasional lifting (up to 15 lbs.).  Job requires visual and physical capabilities to work on computers and associate equipment for extended periods of time.
