Jackson County Library Services (JCLS) serves the 220,000 residents of Jackson County with 15 branch libraries. The mission of the Jackson County Library District is to connect everyone to information, ideas, and each other. We provide a wide range of children’s, teen, and adult physical and electronic resources and collections as well as outreach services, including booktalks for elementary and middle school students, services for homebound patrons, and outreach to childcare centers. Our ever-changing calendar of programs and events is diverse, including musical performances, lectures, art exhibits, classes, book groups, storytimes, and more.

THE POSITION

The Technical Services Acquisition Specialist orders, receives, invoices, and coordinates purchasing of library materials for JCLS customers, ensuring financial integrity and operating efficiencies.


 

DUTIES AND RESPONSIBILITIES

• Orders selected materials, monitoring progress of supply, especially requested titles or titles in immediate demand.

• Downloads and uploads electronic files via ftp ordering or websites from a variety of vendors and other bibliographic sources.

• Maintains and updates order records and files in the ILS database.

• Verifies receipt of materials, invoices payment data via EDIFACT or other software, and processes vouchers to authorize payment from Accounting.

• Resolves order discrepancies with vendors, invoices, and Accounting.

• Monitors, orders, and maintains title availability for identified core collections for the District.

• Tracks and sustains accuracy of payment files for reconciliation with Accounting.

• Creates order status reports and statistics as requested.

• Monitors title release dates, publication changes and order cancellations that affect the District’s ability to acquire a title for the library collection.

• Updates ILS records, including bibliographic, order, check in and item records.

• Answers questions and assists in the use of library materials, the library’s catalog, webpage, databases, Internet, and other digital/PC resources.

• Enters information, verifies accuracy and maintains, updates, researches and corrects errors in appropriate internal, electronic library resources and customer records.

• Provides information regarding status of customer’s library account, such as checked-out materials, titles on hold, fine payments and/or history.

• Explains library policies and procedures to customers as needed.

• Provides orientation, training, scheduling, and/or assessment of volunteers as directed by manager or supervisor.

• Provides assistance to colleagues by mentoring and assisting as needed.

• Participates on committees and project/action teams as directed by manager.

• Provides functional support to collection development librarians and others as needed.

• Regular attendance.

• Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

ILS modules: Cataloging, Acquisitions, Serials.  Working knowledge of Circulation module.

• Knowledge/experience in invoicing, accounting, budgeting, purchase orders, and procurement or purchasing practices.

• Microsoft Office Suite of products including Word, Excel, Outlook, Publisher.

• Customer service techniques to handle a variety of customer interactions.

• Effective oral and written communications.

• Interpersonal skills to promote teamwork.

• Active knowledge of computers, related equipment, Internet and fundamental research, and commonly used office software to perform data entry and to create original documents, save, and open/review/edit existing documents.

• Knowledge and understanding of Library Administrative Rules.


 

QUALIFICATIONS

MINIMUM QUALIFICATIONS

High School Diploma or GED.

Coursework in business, accounting or other related field from a regionally accredited institution.


 

DESIRED QUALIFICATIONS

Experience with purchasing and procurement systems.


 

SPECIAL REQUIREMENTS/LICENSES

Criminal background check required.


 

WORKING CONDITIONS

While performing the duties of this position, the employee is continuously required to communicate by talking and listening, use of fingers and hands, repetitive motion and sitting. Frequently required to stand, walk, reach, sit and feel. Occasionally bend, stoop, grasp and rarely to feel, kneel or crawl. The position requires mobility, including the ability to move materials weighing up to 5 pounds on a regular basis such as files, books, office equipment, etc., may infrequently require moving materials weighing up to 20 pounds.


 

Manual dexterity and coordination are required over [75%] of the work period while operating equipment such as computer keyboard and standard office equipment.


 

Travel to other district locations and/or to workshops/professional meetings/conferences.


 

This level has a work environment that is well protected, with virtually no hazards or obstacles. There is very little element of personal risk or hazard. Job conditions are stable, usually well managed, and very comfortable. Conditions may consist of the following:

SALARY

This position is placed at range F on the JCLS salary schedule, and has a starting salary range of $19.21 to $20.41 per hour. The full salary range is $119.21 to $24.06 hour. Placement on the salary schedule is based upon education and experience.

SELECTION PROCESS
