Job Description

Garfield County Public Library District (GCPLD) is growing - we're expanding our open hours, adding great new programs and events, and we're hiring amazing staff to serve our customers.

We're seeking a full-time, 40 hour per week, Human Resources Specialist. This position provides technical and administrative human resources support, including total rewards administration, recruiting, on-boarding and off-boarding, performance management, ongoing staff training, payroll administration, policy and procedure adherence, employment law compliance, and HR program and project support.

The HR Specialist demonstrates a high standard of outstanding customer service to all District staff; communicates effectively both verbally and in writing; has exceptional attention to detail and follow through; is highly reliable, and treats all individuals within and outside the District with courtesy and respect at all times. This position promotes a positive team culture, builds trust throughout the organization, and collaborates well with others.

This is a full-time, 40 hour per week, non-exempt position. The town of Rifle is near the middle of Garfield County along I-70, and is close to three unique and beautiful state parks: Harvey Gap, Rifle Falls, and Rifle Gap.

Garfield County, Colorado is a jewel within the Rocky Mountains. The Roaring Fork River winds its way through Carbondale until it meets the Colorado River in Glenwood Springs. From there, the Colorado River meanders along the I-70 corridor, from the world-famous Glenwood Hot Springs Resort to the beautiful alpine vistas of Parachute, and beyond.

In Garfield County you'll have ample outdoor activities to experience including skiing at nearby resorts (Sunlight, Aspen, Vail, Breckenridge and more); fishing, rafting, hiking, biking, camping, rock climbing, and the list goes on! Examples of Core Role Responsibilities

  • Processes bi-weekly District payroll ensuring timecard and time off requests are approved, hours are correct, and supervisor approvals are completed; documents changes made to timecards or time off balances; calculates payouts for paid days off; ensures allocation of holiday time is entered correctly; documents and enters classification and pay changes; answers questions related to timecards and time off.
  • Assists with recruitment and selection of employees; prepares and posts job bulletins; screens employment applications, recommends candidates for interviews, schedules employment interviews, conducts background checks and related processes for selected candidates.
  • Conducts new hire orientations and answers employee questions regarding benefits, open enrollment periods, and related information.
  • Enters benefit enrollment and changes into related databases; maintains confidentiality of compensation, sensitive employee information, and Personal Identifiable Information (PII) in accordance with organization policies and state and federal laws, including OHSA and HIPAA regulations.
  • Observes and reflects upon District-wide employee engagement and morale and assists leadership with opportunities to promote and increase engagement and morale.
  • Establishes and maintains employee personnel and benefits files; maintains related documentation and files in accordance with record retention laws; purges files as required.

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. The following education and experience is required:

  • Relevant associate degree, or equivalent combination of two (2) years of education and experience, and;
  • Minimum of two (2) years of responsible administrative support experience in Human Resources.

Licenses and Certifications

  • Possession of a valid Driver's License, to be maintained throughout employment.
  • Professional Human Resources (PHR) Certificate, Society for Human Resources Management Certified Professional (SHRM-CP), or other related certification is preferred.
