Job Description

OVERVIEW OF ROLE:       

As a member of the Library Leadership Team, this manager will be a pivotal leader to create a cohesive and inspiring vision for the department about how the library engages with the community. This will involve identifying and building strategic partnerships that leverage the resources of both organizations to reach broad community and library goals. It will advise and consult on departmental strategic and operational matters and contribute to the implementation of department master plan strategies and goals,and provide departmental leadership through oversight of the Community Literacy and Outreach division including planning, implementation, coordination and evaluation of volunteer services, community outreach, and BoulderReads literacy programs.
 

Community Literacy and Outreach Division Leadership and Administration (30%)

  • Provides values-based leadership through community outreach to increasepositive impact, and improve accessibility and inclusivityof library programs and servicesfor the community.
  • Administers, manages, and directs multiple Community Literacy and Outreach workgroups on operations and policies. Responds directly to customers for unusual and non-routine interactions.
  • Analyzes data about programparticipation and impact and prepares information for use in service and budget planning.
  • Works to ensure the effective development, delivery and evaluation of programs, services and outreach conducted by library staff.

Partnership and Sponsored Group Coordination (25%)

  • Builds strategic partnerships that leverage the resources of the library and the partner organization to reach broad community and library goals.
  • Oversees some of the departments’contractual and informal partnershipswith community agencies and some sponsored groups.
  • Contributes to city initiatives around partnerships and community engagement.

Supervision (15%)

  • Models and promotes a culture of teamwork through collaboration and communication.
  • Hires, trains, directs, coaches and evaluates the staff of professionals or supervisors inthe volunteer services, community outreach, and BoulderReads literacy programs.

Departmental Leadership (15%)

  • Serves as a member of the department’s Leadership Team and contributes to long range operational and budget planning, and policy development.
  • Develops and implements action plans to improve impact on the community as measured by key performance indicators.

Budget,Procurement and Project Management (15%)

  • Oversees strategic planning and community engagement projects for the department related to outreach, literacy, partnerships, and volunteerism.
  • Oversees use of purchasing cards held by the division supervisors and the expenditure of the division’s non-personnel budget according to city purchasing policies.

Other

  • Takes proper safety precautions to prevent accidents.
  • Responsible for the safety of self, others, materials, and equipment.
  • Uses all required safety equipment and follows all safety regulations, policies and procedures.
  • Reports all accidents and damage to city property.

WORKING CONDITIONS – Required Physical and Mental Effort, Environmental Conditions:

Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permit the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.

Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises. Machines and Equipment Used, Include, But Are Not Limited to the Following: Vehicle. Frequently uses computer workstations, telecommunications equipment, photocopy machine, facsimile machine, and calculator.

The starting pay for this position is $98,800 - $120,848 annually, commensurate with experience.

MINIMUM JOB REQUIREMENTS AND COMPETENCIES:               

  • Master's degree and five years of increasingly responsible professional experience with community outreach and/or literacy orthe equivalent combination of education and experience.
  • Five years of supervisory experience including hiring, training, coaching, and performance evaluations.

PREFERRED REQUIREMENTS:

  • Bilingual in English and Spanish. Ability to communicate orally and in writing with Spanish-speaking community members.
  • Experience working with the Latinx and/or other English language learning communities.
  • Experience leveraging volunteers to strengthen the overall impact of an organization.
  • Knowledge of 21st century public library trends, including trans-literacy (the ability to read, write and interact across a range of platforms, tools and media) and early literacy.
  • Experience building and maintaining mutually beneficial partnerships with community organizations to design and deliver programs and services and building relationships, trust, and collaboration with underserved communities.
  • Experience working with a wide diversity of people from different communities, and cultures, engaging them in the work of an organization, and building collaborative working relationships.
