Job Description

The Circulation Supervisor manages the staff and activities of the Circulation Department to ensure high quality customer experience and efficient operations. Provides positive customer service experiences and ensures procedures and systems are established and maintained.

Examples of Duties / Knowledge & Skills

The following duties are normal for this position, but dependent upon the level of skill, ability, and experience of the individual.  They are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

  • Oversees and coordinates all Circulation activities within the library.
  • Manages hourly and classified staff to ensure excellent and consistent customer service.
  • Interviews, hires, schedules, trains, and evaluates employees.
  • Plans, assigns, and oversees the work of Circulation staff and volunteers.
  • Reviews and approves time sheets.
  • Administers financial functions including fees and charges, as well as deposits and other accounts.
  • Addresses issues relating to Circulation Department and works with Library Administration to review and revise policies, training, and procedures.
  • Keeps current with various Library and office technologies, actively introducing and/or implementing new technologies.
  • Develops, oversees, and reviews ongoing projects.
  • Gathers and presents statistical data for monthly and annual reports.
  • Evaluates work processes and implements ways to improve workflows within the Circulation Department.
  • Assists with higher level administrative duties as needed such as statistical analysis, system reviews, process assessments, market analysis, etc.
  • Works closely with Library Administration on operations, facility management, and staff management. Works with other City department managers and supervisors as needed.
  • May serve on project and task-based teams.
  • Coaches employees including development, discipline, and separation.
  • Develops, conducts, and oversees staff training.
  • Builds and maintains staff morale and trust. Resolves staff issues.
  • Serves as Person-in-Charge as needed; responds to and documents emergencies.
  • May sometimes perform functions of employees supervised.
  • Works with the public to resolve problems and provide service in person, by telephone, and email.

Oversees and/or conducts the following:

  • Checks books/other items in and out through computerized system.
  • Answers general customer questions regarding library policy, procedures, and customer accounts.
  • Conducts in-depth patron account research and problem solving.
  • Handles complex and difficult customer situations professionally and tactfully.
  • Makes customer account and circulation decisions using good judgment that balances customer satisfaction and policy intent.
  • Answers basic reference, reader’s advisory, and general patron questions.
  • Redirects more advanced questions to other staff as appropriate.
  • Operates a cash register, conducts customer payment transactions, and maintains a cash drawer.
  • Collaborates with City Administrative Services staff on cash management policies and procedures.
  • May conduct data entry into library system, spreadsheets, and other databases.
  • Sorts, processes, shelves, and assists with other general library materials inventory management duties.
  • Organizes/straightens chairs, desks, computers and light dusting, and indoor trash pick-up consisting mainly of papers, candy wrappers, etc.
  • Oversees and manages the library courier services.
  • Manages the periodicals collections.

Supervisory Responsibilities:

  • This position is responsible for the supervision of Circulation Assistants and volunteers.

Minimum qualifications & Requirements

EDUCATION/EXPERIENCE:

  • High School diploma or GED required.
  • Bachelor’s degree preferred.
  • Master’s degree in Library Science is a plus.
  • Three years related experience in library/circulation management, office management, or retail service, including three years of supervision (directing and overseeing the work of others), or equivalent combination of education and experience required.

  • Must be self-starting and work effectively both independently and cooperatively as part of a team. Must maintain effective working relationships with staff, management, peers, vendors, and the public.
  • Knowledge of department services and operations.
  • Knowledge of applicable federal, state, and institutional regulations and standards.

Reasoning Abilities:

  • Ability to solve practical problems and manage variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

SKILLS:

  • Principles, organization, and practices of library service.
  • Library classification systems (Dewey Decimal System).
  • Integrated Library Systems (Biblionix/Apollo).
  • Routine software/computer systems including the internet, email, word processing, spreadsheets, and inventory/customer transaction systems.
  • Strong interpersonal skills.
  • Skills in effective decision making and time management.

  • While performing the duties of this job, the employee is regularly required to sit; talk and hear; use hands to handle or feel.
  • The demands on the visual sense are extremely high.
  • The employee frequently is required to reach with hands and arms; stoop, kneel, crouch or crawl; climb and balance.
  • The employee is regularly required to stand and walk.
  • The employee must occasionally lift and/or move up to 50 pounds and push moveable carts loaded to a maximum of 150 pounds.
  • Continuous keyboarding, handling, grasping, and repetitive motions of hands/wrists required.

Work Environment:

Primary work is performed in a busy library environment with most of the workday seated or working near a computer station. Extensive interaction with customers and staff while working on multiple tasks. Noise level can fluctuate from moderate to loud. 

  • Climate controlled workspace with hazards typical to that environment.
  • Assignment could include participation and/or representation at meetings for the Library and City of Norwalk.
  • Work hours may include days, nights, weekends, and some holidays as needed.
