Job Description

Summary

This position is serves as Director of the National Forest Service Library in Fort Collins, CO and coordinates across the Forest Service, federal and state agencies, the Library of Congress, universities, publishers and more. Leads program and develops long-range plans and policies to ensure that library services and resources support the mission of the USDA Forest Service.

Duties

  • Formulate and implement library program or organization strategies that address developments in the political, economic, and social trends.
  • Develop strategic plans that have effect on the content and character of regional or national-level programs, priorities, and/or initiatives.
  • Promote integration of library services into other organizational program practices and/or policies.
  • Provide technical leadership to formulate and develop new concepts and approaches to the solution of major library issues.
  • Organize, develop, and implement plans for projects related to digitization and/or digital collection management.
  • Develop acquisition and bibliographic access standards, policies, practices, programs, and guidelines for a regional or national library organization.
  • Plan marketing strategies for a national or regional library or library system including developing media to promote library services and materials.
  • Facilitate resolution of competing or conflicting interests among parties whose cooperation is essential to the success of a project or new initiative.
  • Develop and enhance alliances with library cooperators who influence political, scientific, and policy issues that affect an organization's budget, programs, services, and operations.
  • Provide leadership for a library system with multiple branches or for a large, specialized library
  • Formulate accountability measures that are used to monitor, evaluate, and adjust the delivery and impact of library services.
  • Plan, develop and carry out administrative activities of the library system concerned with budget and finance, personnel, collections, and equipment.

Basic Requirements for All Librarians:
For positions in this occupational series, you must meet one of the following basic requirements which includes experience and education in library science.
--Completed 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
--Completed a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, your application must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to the basic professional library science requirements listed above, due to the scientific nature of the customers served, applicants must also possess specialized knowledge in biological or physical sciences. To qualify, your resume or transcripts must also demonstrate 4 years of experience or 24 semester hours of college level coursework or an equivalent combination of experience and coursework in biological or physical sciences.

In addition to meeting the basic requirement, you must also possess experience in the amounts listed below.
GS-14: At least one year of specialized experience equivalent to at least the GS-13 grade level. Examples of specialized experience include:
--Providing leadership, coordination and administration of the functions necessary to enhance the effectiveness, service delivery, and scope of a major library (e.g. regional or statewide system and/or university library system);
OR
--supervising the full range of functions for a major library branch or department including technical services and/or public services planning, implementation, and service delivery;
OR
--analyzing and implementing new methods or techniques used to solve management and organizational problems related to scientific or technical library management, leadership and service delivery.
AND
experience planning, assigning, and reviewing work, and evaluating performance.

GS-15: At least one year of specialized experience equivalent to at least the GS-14 grade level. Examples of specialized experience include:
--Providing leadership, coordination and administration of the functions necessary to enhance the effectiveness, service delivery, and scope of a major research library;
OR
--supervising the full range of public and technical services functions for a multifaceted (state or national level) library organization including planning, implementation, and service delivery;
OR
--analyzing and implementing new methods or techniques used to solve management and organizational problems with unprecedented or novel aspects related to scientific or technical library management, leadership, and service delivery.
AND
experience planning, assigning, and reviewing work, and evaluating performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
