Job Description

This permanent, full-time position is a Technical Information Specialist at the GS-09 or GS-11 level (about $63,000 to $99,000 plus benefits). The National Forest Service Library (NFSL) provides high quality scientific and technical information services to all employees of the USDA Forest Service.  Primary customers are scientists and natural resource professionals.  The Library’s headquarters is in Fort Collins, Colorado with specialized branches in Madison, Wisconsin and San Juan, Puerto Rico.

The duty station will be the National Forest Service Library headquarters located at the Rocky Mountain Research Station in Ft. Collins, CO. This position reports to the Library Director.

The Technical Information Specialist’s position’s major duties include administration of the Integrated Library System (ILS), the NFSL website, digital repository, and other computer-based resources. The incumbent is expected to manage and administer all modules of the systems, assist staff in the use of the system, keep current on enhancement, coordinate upgrades and system changes, and maintain current documentation related to the NFSL systems. This position also participates in digitization initiatives and assists in the planning and implementation of long-term digitization plans.

The position requires in-depth knowledge of cataloging principles and techniques including technical vocabulary, knowledge of library systems such as OCLC & CONTENTdm, and web-authoring tools such as HTML and graphics programs. The position also requires a broad knowledge of scientific, engineering, and technical terms sufficient to understand the significance and relationships of the concepts and ideas contained in the information of the collections.

The majority of NFSL digital resources are distributed through an intranet web site that is not available outside the Forest Service. A publicly accessible web site with limited content (including the library catalog) is available at https://www.fs.usda.gov/library/. This position is permanent, full-time, and may be eligible for telework and other flexible work arrangements, but it is not a virtual position. Government housing is not available.

Experience must have demonstrated the ability to perform, supervise, or direct technical services and systems administration in a library setting; to understand the concepts, theories, new developments, and co-relationship of information in digital collections, library management systems, content management systems, and LIS cataloging; and to maintain up-to-date information on the state of the art.
