Job Description

Job Summary

Reporting to the Director of Library Services, the Librarian II, Technical Services Coordinator leads and manages to fulfill a myriad of services for the Technical Services unit. Responsibilities include unit administration, budget, personnel, and policy; resource collection development, acquisition, cataloging, and collection management for print and electronic resources. Oversight of library archives and History of Medicine collection. Supervises Technical Services staff.

Essential Functions

  • Develops and implements priorities, workflows, purchasing models, and procedures for all areas of collection development and management, including but not limited to selection and deselection, acquisitions, renewals, access, donations, course reserves, and problem resolution for all library information materials while maintaining a current procedure manual.
  • Supervises, directs, and evaluates Technical Services paraprofessional staff to ensure an efficient and productive departmental workflow; makes hiring or termination recommendations; processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; and trains staff in operations, policies, and procedures; approves time cards for Technical Services staff on a bi-weekly basis.
  • Maintains awareness of emerging trends, innovations, and best practices affecting library systems and catalogs, as well as methods of effective electronic resource management.
  • Represents the library in consortia efforts as appropriate such as participation in VIVA (Virtual Library of Virginia), VTC Collection Committee (Virginia Tidewater Consortium), and the Mid-Atlantic Chapter of the Medical Library Association.
  • Reestablishes a library archive by creating a collection development and retention policy.
  • Oversees the library archives and History of Medicine collection by receiving, cataloging, and appropriately housing materials for inclusion or deselection.
  • Oversees the initial processing of collections invoices to ensure payment in a timely fashion.
  • Assists in the preparation and maintenance of the collections annual budget.
  • Meets regularly with the Director of Library Services and the library’s administrative assistant about the collections annual budget.
  • Oversees collection development, including identifying, selecting, assessing content and value of print and electronic resources, by regularly consulting publisher lists, publisher websites, and suggestions from the EVMS community.
  • Processes incoming donations of library materials.
  • Maintains vendor and consortia contact for acquisition and licensing of current and new resources.
  • Supports learning by managing the life cycle processes to include acquisition, licensing, maintenance and support for electronic (books, databases, journals) and print resources.
  • Ensures that print, non-print, and electronic resources are accessible through the library OPAC to borrowers in the timeliest and most cost-effective manner possible.
  • Oversees the gathering of statistics for print and electronic library resources; extracts and organizes data to create reports for assessment, accreditation, and national surveys.
  • Oversees the link resolver system, troubleshooting electronic book, database and journal access issues in OCLC’s WorldShare Management System and EZProxy; ensures multiple points of access are accurate and working in OCLC and Docline.
  • Works closely with Systems Librarian in maintaining the integrated online library system and off-campus access.
  • Contributes to the development and implementation of local cataloging and Technical Services policies and procedures as needed.
  • Provides both original and copy cataloging for all resources.
  • Establishes and maintains viable relationships with community agencies and institutions; develops partnerships to enhance library system awareness and promote services.

Other Functions

  • Participates in staffing the Information desk including the on-call Librarian weekend rotation providing reference service to users as needed.

Minimum Qualifications

  • Master’s degree in Library Science from an American Library Association (ALA) accredited library school required.
  • Minimum of three years library experience.
  • Knowledge of library discovery and access tools, cataloging and metadata standards, and management of electronic journal packages.

Preferred Qualifications

  • Completed coursework in health science librarianship or other health sciences training and Medical Library Association AHIP (Academy of Health Information Professionals) certification.
  • Experience leading a technical services department.

Work Schedule

  • Standard office hours are 8:00 AM to 5:00 PM as approved by supervisor.
  • Work after hours will be required to meet the demands of the position during peak times.
