Job Description

Youth & Outreach Services Manager – Laramie County Library System (WY)

Laramie County Library System (LCLS) is looking for an outgoing and dedicated person to serve as their Youth & Outreach Services Manager. LCLS is an award-winning library system that sets the bar for service regionally and nationally. Named the Library of the Year by Gale/Library Journal in 2008, Nancy Pearl told USA Today that Laramie County Library System was one of the top ten libraries in the country to “find a nook and read a book.” Livablity.com and mommynearest.com named LCLS as one of the top ten children’s libraries in the United States. Employees and volunteers are often recognized with regional and national awards.

LCLS is a member of a statewide consortium with a shared catalog among all 23 public library systems, all community college libraries, and several special libraries in the state of Wyoming. LCLS is financially supported through property taxes, auto license fees, and a portion of the county’s one-cent sales tax. LCLS is fortunate enough to be supported through the Laramie County Library Foundation, which is a nonprofit organization engaging in fundraising efforts on behalf of the library.

The Youth & Outreach Services Manager is responsible for the organization, management, supervision, and effective functioning of the Youth & Outreach Services division (YOS) including the day-to-day management of employees, as well as the following services: bookmobile/homebound services, outreach, public service, programming, events, tours/bibliographic instruction, grant writing, community partnerships, and employee training and development. The team consists of 11.39 FTE (13 employees) with six of the employees having an MLS/MLIS. The individual in this position manages an annual budget of $150,000 to $200,000 for youth and teen collections, events, outreach, summer reading, and First Step activities. The YOS Manager is responsible for encouraging, leading, and directing division employees by providing initial and ongoing training, giving confidential feedback, implementing policies, and setting procedures for the division. This position is a member of the LCLS Leadership Team and reports to the Deputy Director of Public Service.

Qualifications: A master’s degree in Library Science or Library Information Science from an ALA-accredited institution; 3 years of experience in each of the following: working in public libraries, planning and implementing events/programs, management/supervising, or an equivalent combination of education and experience are required.

Compensation: The hiring salary range is $65,000 – $80,000 (with placement negotiable dependent on experience and qualifications) and an excellent fringe benefits package.

The talented and experienced 76 staff members serve over 72,000 registered users with an annual budget of $10.5 million with a collection size of over 425,000 items via three locations (Cheyenne, Burns, and Pine Bluffs) and a very popular bookmobile. In 2021, voters passed a specific purpose tax to replace the 16-year-old vehicle currently in use and it is estimated that a new vehicle will be acquired by FY2025. Other major projects in the next two years include adding a home visit specialist to the First Steps outreach program, installing interactive reading readiness interactives in the library in Cheyenne and in businesses in the community, coordinating another StoryWalk® installation, and managing an increase in funding for events from a major bequest.
