Job Description

The Budget Manager will plan, evaluate, design, and implement the annual budget. This functional manager will evaluate budget proposals and financial requests for viability, while ensuring compliance with Colorado law and our Board Policies. This role performs continuous monitoring of budget variances, and regularly communicates findings with DCL management in a way that exemplifies premium customer service. Additionally, this role will develop, update, and present monthly cash flow projections based upon actuals / budget. The budget creation process requires a high degree of exposure to and engagement with all levels of management across DCL and the Douglas County Libraries Foundation (DCLF). This analytical position requires the ability to communicate effectively, work independently, manage multiple competing deadlines, and proactively problem solve. The Budget Manager must possess a proven history of accuracy, have a superior attention to detail, and demonstrate a working knowledge of GAAP. This position will work directly with the Director of Finance and the Senior Leadership Team.

Essential Duties and Responsibilities:

60% Budget Management and Reports

  • Design, develop and manage all phases of the process for producing DCL’s annual budget, from initial planning and communication through the publication of the annual budget on DCL’s website. File the annual budget with all 3rd-party entities. Collaborate with directors and managers as required to ensure completeness, accuracy, and timeliness of annual budget compilation.
  • Develop, implement, and manage capital project budgeting and related reporting in Intacct.
  • Serve as the Finance department’s dedicated budget advisor throughout the year, demonstrating intimate knowledge of DCL’s budget.
  • Analyze budget variances, and proactively communicate with DCL management and Director of Finance regarding variances.
  • Identify, develop and publish monthly budget Key Performance Indicators for managers across DCL.
  • Collaborate with DCL’s Learning and Development team to create and deliver budgetary on-line training for end-users, as necessary.
  • Understand annual budget priorities, oversee the department budget, and make efficient use of resources. Responsible for submitting invoices per purchasing guidelines.
  • Complete licensing/re-licensing of all budget-related software.

40% Finance Operations:

  • Develop, implement, and manage DCL monthly cash flow projections using budget vs actuals as a framework.
  • Maintain meaningful and timely financial reporting for internal users, including the Senior Leadership Team and the Board of Trustees.
  • Collaborate with the Accounting Operations Manager to develop and maintain external financial reporting requirements related to the annual budget.
  • Investigate and resolve budgetary reconciliation items.
  • Assist with preparation of audited financial statements.
  • Assist with preparation of reporting packages for presentation to the Director of Finance, Senior Leadership Team and Board of Trustees. Conduct ad hoc financial analysis as required.
  • Improve processes to consistently yield timely, accurate information in an effective and efficient manner.
  • Develop procedures to comply with policies and monitors compliance.
  • Identify and manage areas of risk in collaboration with the Senior Leadership Team.
  • Ensure that all department processes are documented and that changes are communicated and rolled out to staff and customers using the DCL Internal Communication Matrix. Relevant records are retained based upon the State Archivist Records Retention Manual.
  • Work collaboratively to encourage cross-functional cooperation and build strong working relationships across DCL.
  • Manage multiple stakeholder expectations and priorities effectively.
  • Engage in the DCL performance feedback system and complete the expectations outlined by your supervisor and department/division.
  • Represent DCL externally as job requires.

Requirements

Required

  • Bachelor’s degree in accounting, finance or related field.
  • Five or more years’ professional experience in finance, accounting or related field.
  • Financial modeling experience
  • Strong project management skills
  • Fluency with MS Office, financial software, and other industry related software

Preferred

  • Sage Intacct experience

A combination of experience and education will be considered.

Physical Requirements: Must have a reliable method of transportation between all DCL locations. Must have the physical ability, stamina, mobility and manual dexterity to support a 7-day a week operation. Work at computer work-stations repetitively and for extended periods. Participate in meetings and events at various locations and at varied times throughout the day. Ability to read as small as 8pt font.
