Summary: Leads the Community Outreach Department in order to deliver primarily offsite library services to underserved groups and outlying areas of the Library District.  Determines the information and literacy needs of District communities and residents outside of Fort Collins, and of culturally diverse and underserved residents throughout the District and develops strategies for delivering materials and services to them. Coordinates offsite programs for children, teens and adults; including digital literacy and reading readiness.

Essential Duties and Responsibilities:

·         Create a welcoming environment for all customers and staff that fosters equity, diversity and inclusion by seeking to understand, respect and value individual differences.  

·         Assist in the establishment and implementation of goals and objectives for library service which supports the Library’s mission.

·         Responsible for modeling and promoting organizational values of Curiosity, Collaboration, Inclusivity, Innovation, Intellectual Freedom, and Accountability within the Library.

·         Manage library staff directly or through subordinate supervisors. Includes hiring, orientation, training, coaching, assigning responsibilities, scheduling, evaluating performance, disciplining, and facilitating ongoing communication.

·         Manage operation of Outreach Vehicle including routine maintenance, repairs, upgrades, and related collections and services.

·         Foster camaraderie and alignment among staff at all District locations.

·         Empower staff to adapt programs and services to meet unique needs of target customers in alignment with District values, goals, policies, and procedures.

·         Develop and maintain strong and productive working relationships with peer managers throughout the District.

·         Participate on the Library District’s Leadership Team.

·         Develop, foster, and manage relationships with vendors, partner organizations, and governmental agencies.

·         Perform administrative functions including participation in annual budget development, data collection and analysis, report preparation, long-range service planning, management of resources, building projects, and coordinating library services with other library managers, staff, and the community.

·         Represent the Library to the community, including schools, business, government, non-profits, and social groups through presentations, committee participation, networking, and membership affiliation.

·         Provide direct customer service and programming, as needed.

·         Lead cross-functional teams and District-wide initiatives, as needed.

·         Develop and cultivate a thorough understanding of the needs of underserved community members. 

·         Identify and monitor non-user groups and propose suitable and strategically aligned services.

·         Develop optimal services for diverse populations in the community, with a focus on infrequent and nonusers of the library due to economic, social, geographic, and other barriers to access.

·         Work collaboratively with members of the primary communities served to define needs and design and implement programs and services.

·         Provide opportunities and support partnership of Community Outreach Staff with members of primary communities served.  

·         Provide opportunities and support the involvement of Community Outreach Librarians with partner organizations. 

·         Promote crucial literacies, including reading, digital, civic, and cultural literacies.

·         Manage District mentoring coordinator and support position’s work to design, develop, manage, and promote District mentoring resources, programs, and services.

·         Manage mobile outreach services including vehicle operations, staffing, scheduling, programs, and collections.

·         Oversee and provide direction for home delivery services, which is directly managed by the Outreach Adult Services Librarian.

·         Develop the annual outreach budget based on the department’s goals and the District’s strategic plan.

·         Prepare, manage, and monitor budgets; including assisting in securing local, state, and federal grants for programs.

·         Other duties as assigned.

Education/Experience: 

Master's degree in Library Science or a master’s degree in a related field is preferred.  Five years of professional work experience in libraries or related field along with extensive multicultural experience and experience in community engagement/community development is required. Experience in grant management is desired. Two years of supervisory experience; or a comparable combination of experience and education.

Language Abilities: 

Ability to read and interpret documents such as professional reports, relevant publications, applicable laws and regulations, and procedure manuals.  Ability to prepare and deliver effective reports, correspondence, and presentations.  Ability to speak effectively before different groups. Fluency in English speaking, reading and writing is required.  Fluency in Spanish or other language is strongly preferred.

Reasoning Abilities: 

Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Certificates and Licenses:

Valid driver’s license required.

Supervisory Responsibilities: 

This job supervises Outreach Librarians, Outreach Library Assistants, Mentoring Coordinator, Mentoring Assistant, and Mobile Services Coordinator. This job may supervise or oversee the work of interns, hourly staff, and volunteers.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is regularly required to sit; stand; walk reach with hands and arms; stoop; kneel; crouch; crawl; talk and hear.  The employee is frequently required to use hands to handle or feel.  The employee is occasionally required to climb and balance.  The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. The employee is required to drive the District’s mobile services vehicle as needed.

Work Environment:  

The work environment is varied.  Position involves frequent, short distance travel, and performing work outside of library facilities in various District communities and varied venues such as schools, recreation centers, parks, etc.  The noise level in the work environment is usually moderate.
