Job Description

The Division of Technology & Innovation (IT) provides digital tools, education, security services and support to the Jefferson County Public Library (JCPL). The IT Operations Supervisor performs administrative, supervisory and specialized technical work in the configuration and production of data information services which includes hardware and software. Position must comply with laws governing patron privacy and confidentiality under CRS24-90-119, the Code of Ethics of the American Library Association ADA governing public access to space and technology, payment card industry (PCI) requirements and cybersecurity.

This position is Full Time, Exempt (Salaried), and fully eligible for benefits. 

This is a hybrid position requiring some on-site work.

Hiring Range: $71,779.84 - $91,519.31 annually

  • CUSTOMER SERVICE: Communicates expectations to staff about Library IT services. Models best behavior practice for customer service. Maintains Library resources, including physical and virtual, so that staff have access to approved information, systems, and tools.   Implements quality assurance methods in areas of responsibility.
  • LOGISTICS MANAGEMENT: Plans and directs equipment installation, operation and maintenance. Provides technical assistance to their Manager in evaluation, selection, implementation and modification of system software, control systems, hardware and related data services. Determines cost effective solutions for equipment purchase and use, maintains liaison with systems and programming management to assist in defining hardware planning capabilities for new systems and maintains liaison with manufacturing representatives and other technical personnel in modifying and developing management information systems projects. Monitors scheduling and performance of equipment maintenance. Oversees installation and maintenance of equipment. Coordinates with outside vendors as necessary. Oversees the configuration of a variety of computer operating systems. Responsible for optimal operation of all client and end user devices, as well as server applications and systems. Research new technologies and applications upgrades for all areas of responsibility. Diagnoses problems, program failures or errors of operation, design and implements solutions. Determines cause of error or stoppage and applies corrective steps or standard operational techniques in cases where stoppage can be corrected. Develops remedies to identify program deficiencies or operational failures.
  • OPERATIONAL DEVELOPMENT: Recommends, implements, improves processes, procedures and techniques. Develops and maintains documentation including standard operation procedures, guidelines, user guides, oversees implementation of JCPL wide data, archiving policies, procedures, monitoring and reports. Tracks and maintains hardware and software support, licenses and ensures JCPL complies with contracts.
  • ADMINISTRATION: Works closely with and collaborates with other departments and external partners to ensure well-coordinated delivery of IT services. Creates, reviews and maintains audio and video hardware, network operations, technical support, telecommunication procedures and documentation within JCPL. Recommends changes to IT policies and procedures creation and maintenance and assists with monitoring for Library compliance.
  • FISCAL RESPONSIBILITY: Participates in strategic and budgetary planning procedures. Provides input to annual plans, budgets and assists with system-wide initiatives. Ensures compliance with budget limits and established purchasing procedures with staff under their supervision. Contributes to department evaluations and reports.
  • SUPERVISION & MANAGEMENT: Supervises staff in area of responsibility including Administers or makes recommendations for routine personnel matters affecting direct reports including recruitment, orientation, training, setting performance goals, assigning and reviewing work, approving time cards, approving leave, appraising and disciplining, submitting records and documentation as required by Library and Jefferson County Policy. Coaches on industry best practices. Conducts regular staff meetings with subordinate staff. Communicates changes in policies and procedures to direct reports and implements them as directed. Provides technical guidance and support to ensure conformity with established policies, rules and regulations. Anticipates and solves problems as non-routine situations arise. Promotes professional development and leadership skills among direct reports and teams. Responsible for recommending and implementing change management plans and strategies that maximum employee engagement and minimizes employee resistance.  Provides leadership towards the Library's mission, vision and values. Collaborates and coordinates with others in cross-functional teams to accomplish JCPL goals and objectives as well as Division goals and objectives. Uses and continually develops leadership skills and participates in on-going professional development. Maintains skills, knowledge and subject matter expertise in areas of responsibility and industry trends through training and professional development. Attends conferences and participates in development activities.
  • Other duties and responsibilities as assigned.

Preferred - Bachelor's degree OR commensurate work experience.

Preferred - two years IT or Helpdesk experience.
