Job Description

The Nevada State Library, Archives and Public Records (NSLAPR) division is recruiting for a Library Planning & Development Youth Services Consultant. The position is classified at the Program Officer III level. The person in the position reports to a program manager within the division. The Consultant will have many exciting opportunities to work with libraries throughout the state on early and family literacy services, related topics, and projects.

This position will take a leadership role in the development of children and teen services in public libraries throughout the state, acting as a resource for public library staff in all areas of children and teen services. Responsibilities include overseeing the development of statewide children and teen programs, mainly the Summer Reading Program; working with advisory committees; taking a lead role in the assessment of services and collections; providing training, consulting, and professional development through correspondence, site visits, and resource development.

While the Library Planning & Development Public Library Youth Services Consultant may perform a wide variety of duties, the position’s main responsibilities are to:

  • Maintain relationships, form partnerships, provide support and consulting assistance with public library administrators, board members and youth services staff of all public library systems on all aspects of children and teen services.
  • Maintain relationships, form partnerships, provide support and consulting assistance with schools to promote State Library programs and resources.
  • Develop collaborative relationships that support the State Library reading initiatives with other groups and individuals in the state, including but not limited to other state-level projects with similar goals, workshops, and networks, humanities and art councils, faculties in public and private academic institutions, writers, and booksellers.
  • Work with organizations in other states and with national organizations such as the Library of Congress, the American Library Association, the National Endowment for the Humanities, and the National Endowment for the Arts to plan and implement programs.
  • Research topics; develop documents; provide training; make presentations; evaluate activities for fellow staff members, public library administrators and their staff, through a variety of delivery methods (in-person, virtual, synchronous, and/or asynchronous), to grow their knowledge and understanding of topics such as:
    • Collection development/weeding for young children, families, and early childhood caregivers.
    • Non-collection related youth services’ purchasing decisions.
    • Library services and initiatives for children and teens.
    • Public relations.
    • Space evaluation devoted to children and teen services.
    • Policies and procedures.
    • Strategic planning and program development.
    • Grant applications.
    • Early childhood/early literacy development.
    • Out-of-school learning.
    • Inclusive, equitable, culturally responsive, and accessible programing.
  • Research topics, develop content, provide training, and make presentations at conferences, workshops, seminars, and library functions such as state and national professional library associations and school in-service days, regarding youth services topics, serving on committees and task forces as appropriate.
  • Coordinate the statewide annual summer reading program (SRP) for children and teens, and present in-person SRP workshops to public library youth services staff. Serve as the state level representative to the Collaborative Summer Library Program (CSLP) organization. Actively participate in CSLP, which includes attending conferences, serving on committees, and maintaining communication with CSLP and colleagues.
  • Coordinate special activities with other staff in the State Library.
  • Keep informed of current library trends and professional literature especially concerning early literacy/learning, early childhood development, adult learning theory, learning technology, equity practices, as well as presentation/facilitation skills, trends, and issues through attendance at regional, state, and national meetings and conferences.
  • Create surveys and prepare reports on public libraries in relation to youth services to demonstrate the scope and impact of the work.
  • Reflect on and self-evaluate goals and objectives to continuously learn, improve, and refine professional practices.
  • Work with other State Library staff to keep related website topics up to date and contribute to social media postings.

The person in this position may coordinate statewide projects such as:

  • Family reading and early literacy programs.
  • Inclusive story times.
  • K12 collaborations.
  • Summer Reading Program.

In addition, under general direction, those working in a Program Officer classification must be able to: 

  • Work as an engaged, proactive, and supportive member of a collaborative, adaptable, positive, and professional team.
  • Align strategies and activities to support the statutory requirements, mission, goals, and strategic direction of the agency.
  • Survey the assigned area of focus looking for ways to improve processes, remove barriers, and resolve problems.
  • Research, communicate, monitor, and apply relevant federal, state, and division policy and requirements, and assist in the development and implementation of policies and procedures.
  • Engage stakeholders and provide effective customer service, complaint resolution, and support through kindness, competence, and professionalism.
  • Manage multiple tasks of varying priority and determine a course of action to meet deadlines and deliverables.
  • Apply effective written and verbal communication, coordination, and organizational skills.

Preferred Education and Experience:

  • Bachelor’s degree in early or Elementary Education, Library Science, or related field.
  • Candidates with a Master of Library Science degree are encouraged to apply.
  • Previous experience working with children in a library environment.
