Job Description

The Nevada State Library, Archives and Public Records (NSLAPR) division is hiring a Library Planning and Development Manager. The position is classified at the Management Analyst III level. The person in the position reports to the Assistant Administrator of Library Services within the division. The Manager leads, manages, and supervises staff members responsible for services, programs, projects, grants, data collection and evaluation statewide and nationally. The Manager provides input to the Nevada State Library Administrator regarding policy, prioritization of programs, and services. The person in this position works with the management team and other departmental staff in developing annual spending plans and monitoring expenditures.

While the Library Planning and Development Manager may perform a wide variety of duties, the position’s main responsibilities are to: 

Direct the activities of the Library Planning and Development department:

  • Oversees and/or implements various programs including but not exclusive to youth services, library technology, continuing education for library staff, library law, standards programs for public libraries, state data collection, state aid, and library information resources and resource sharing.
  • Provides support to and consults with libraries throughout Nevada, State agencies, and other organizations that interact with libraries.
  • Provides oversight to library funding programs including state aid, as well as library service contracts and cooperative plans of service.
  • Establishes program goals and priorities and tracking progress of individual team members responsible for projects.
  • Consults and directs incoming requests from library staff, trustees, media, agencies, legislative staff, educators, and the public.
  • Develops and/or oversees the creation of policies and continually reviews for relevance and effectiveness.
  • Trains, mentors, and supervises staff.
  • Reviews and evaluates staff reporting to this position.
  • Serves as hiring manager for Library Planning and Development staff positions.
  • Coordinates procurement for team services and works with the Administrative Services Department to ensure smooth procurement processes.

Contribute to the division in a leadership capacity:

  • Serves as an active member of the NSLAPR Leadership Team and collaborates with others to facilitate work of the division.
  • Assists NSLAPR Administration with planning, coordination, and implementation of department goals and objectives.
  • Participates in collaborative efforts across offices within the department, and duties may include work with other state agencies, professional organizations, national initiatives, and others as appropriate.
  • Represents NSLAPR at local, state, regional and national levels including teams, work groups, committees, and boards.
  • Reports to NSLAPR Administration on emerging issues, policy barriers, and plans which impact the mission of the library and recommends strategies and solutions to address these issues, and lead staff problem-solving.
  • Works with NSLAPR staff to create a positive work culture that supports creative problem solving, brainstorming, collaboration, and open communication to capitalize on the varied skills and abilities of all staff members.

Develop budget recommendations for capital outlay, personnel, equipment, and materials for the programming and services of the Library Development team:

  • Reviews and evaluates recommended expenditures to ensure successful program outcomes.
  • Reviews staffing patterns and specific job descriptions to ensure continuing appropriate and adequate services.

Other duties as assigned.

Under general direction, a Management Analyst III performs technically complex assignments critical to agency operations. They conduct the more complex, sensitive, investigative, and analytical studies that may involve any aspect of the agency’s operations such as planning, research, policy development, budgeting, and legislative drafting. Management Analysts are singularly expert in their program or discipline area.

Additional Info & Requirements

Preferred Education and Experience:

  • As this is a position in the NSLAPR Division, experience in the librarian discipline is desired.
  • Candidates with a Master of Library Science degree are encouraged to apply.
  • Applicants with other experience and education combination will be considered.
  • Successful experience working in libraries preferred.
