Summary:  Technical Services Manager enables users to locate what they need in the library collections; develops and implements policies and procedures; possesses skills and knowledge for creating or selecting, organizing, managing and providing access to digital resources; acts as the liaison between the IT Department of Marmot Library Network and the technology operations of the Library District; gathers information and communicates it to Library District staff; organizes resources; ensures the proper functioning of the computers, devices, and equipment; and promotes a team atmosphere in the Library District.

Responsibilities

Integrated Library System (ILS) Management:  Works with Marmot to manage the ILS (Sierra/Pika) and ensure its functionality.  Produces standard or customized reports from the ILS for management of library operations and participates in management decisions related to the ILS and any technical changes that impact patron services.

Courier:  Manages the scheduling of courier services, ensuring prompt delivery of materials to libraries.

Public Access Technology:  Acts as liaison between Marmot’s IT Department and library technology operations and library staff.  Is the go-to person for troubleshooting daily issues involving computers, devices, and equipment located throughout the Library District.  Works with District Director and Library Managers to provide training and support for staff on library technologies, including but not limited to, leading the Technology group and responding to user questions and issues about technology.  Keeps current of advances in tools and applications of benefit to users and determines the implications of deploying them on the public computers.

Hardware:  Assists Marmot, as needed, to install, configure, and maintain equipment and peripheral devices, printers, and scanners.

Telecommunications:  Works with vendors and Marmot to manage and troubleshoot the Library District’s telecommunications systems.

Technology Planning, Policies and Procedures:  Works with the District Director to formulate and implement an ongoing technology planning process, to develop and maintain a technology plan that meets current and future needs of the library community.  Works with the District Director and Marmot to develop strategies and processes for purchasing technology for the Library District.  Works with Management Team to establish acceptable use policies for public access computers and wireless networks.

Server Administration:  Works with Marmot and/or other vendors, as needed, to maintain the Library District’s email, Web, file, and print servers.

Website Maintenance:  Assists the Communications Coordinator in maintaining the Library District’s website and stays up to date with emerging technologies for their potential to enhance delivery of information and services through the website.

Laws, Policies and Procedures:  Serves on the Management Team to understand, apply and explain applicable laws; to develop policies and procedures based on the Library District’s mission and user needs to guide efficient and effective Library District operations; to create policies and practices to ensure safety and security; and to create, evaluate, and implement policies and procedures for Library District technology.

Librarianship:  Attends staff development days and other trainings to acquire new skills and to stay current on all information that is pertinent to the Library District.  Stays current on trends that impact public libraries, including technology trends.

Core Library Values:   Supports intellectual freedom.  Familiar with Colorado Library Law and endorses it.  Knows and follows the Library District’s policies and procedures.

Qualifications

Required Education:  Bachelor’s degree in related field.

Preferred Education:  Master’s degree in Library and Information Science with emphasis in library systems management.

Required Experience:  At least three (3) years of professional experience in a public library, five (5) years preferred, including lead experience in a public library; and one (1) year proven experience with technology, electronic devices, computers, and the internet, preferably in a public library setting.  Proven initiative in previous positions.  Proven ability to exercise considerable independent judgment.  Proven ability to communicate with staff and the public at a non-technical level.  Basic knowledge of website management.  Proficiency in technology, electronic devices, computers, the internet, Microsoft Office Suite, and other office equipment.

An equivalent combination of education, training, and work experience that produces the knowledge, skill, and ability to perform the essential responsibilities of the position may be considered.

Physical Requirements:  Must be able to work a flexible schedule, including days and some evenings and weekends.  Must be able to travel in and out of the Library District.  Must be able to stand and/or walk for 4 hours or more per day; bend and stretch without limitation; lift up to 35-50 pounds at a time; push a loaded book cart weighing up to 150 pounds.  Tolerate dust and mold associated with books.  Walk, stand, sit, type, use hands to finger, handle, or feel objects, reach with hands and arms, talk, listen, see, hear, grasp, pull, bend, and climb.  Must submit to and successfully pass a criminal background investigation.  Must complete a technology skills assessment and a shelving skills assessment.
