Job Description

Title: ASSISTANT SUPERVISOR, FACILITIES

Location: Support Services, 12855 E. Adam Aircraft Circle, Englewood, CO 80112

Reports to: Supervisor, Facilities

FLSA Status: Non-exempt, full time

Pay Rate: $31.54 - $39.42

Purpose: Assists in overseeing the daily operations of physical facilities encompassing 202,000 sq. ft. of space. Supervises and coordinates the maintenance and repair of library buildings, infrastructure, grounds, and related equipment. Acts as the district lead for Mechanical, Electrical, and Plumbing (MEP) projects. Oversees the HVAC systems and building analytics to ensure indoor air quality and efficient operation of library systems. Aids in managing staff performance and schedules. Oversee the project management of mechanical, electrical, and plumbing projects. Supports the Facilities Supervisor in daily operations management. Assists in managing vendors and vendor contracts.


 

Essential Duties and Responsibilities:

75% Operations - Mechanical, Electrical, Plumbing (MEP)

  • Directly and independently coordinate and project manage small and medium projects as assigned by the Facility Manager (up to $2,000K). Conducts walk through with vendors and staff to determine the scope of work and ensure district standards are met. Assists in organization and prioritization of work to meet project timelines.
  • Contractor liaison to develop work orders and secure contracts, to trouble shoot building systems in a joint effort to expedite repairs. Oversees contractors work to ensure construction and job performance standards are met.
  • Directly coordinates and oversees external vendors, maintaining relationships to deliver services. Including but not limited to general contractors, electrical contractors, elevator service, data cabling, access control, fire alarm, cleaning, landscaping, and other vendor services.
  • Participate as part of the Request for Proposal (RFP) process in writing, evaluating, and working with the Supervisor, Facilities in obtaining a "winning" bid according to district policy.
  • Serves as the district lead in developing, monitoring, and upgrading the district Building Automation System program. Responsible for monitoring the Heating Ventilation Air Conditioning System and selected mechanical systems with Niagara Building Automation Take immediate corrective action when equipment malfunction is identified via the Building Automation System.
  • Responsible for developing and running the district building analytics program to reduce energy costs and increase system performance. This includes reviewing reports and implementing actions as necessary to optimize the performance and energy efficiencies of ALD facilities mechanical systems.
  • Participate in OAC meetings, project close out, warranty periods, secure O&M's manuals and "as built" drawings, and review submittals and pay-apps.
  • Participate in the design process, cost estimating, preparing agreements with contractors or subcontractors, assist in acquisitions of licenses and permits for work, determine appropriate or necessary construction projects, authorize payments or release of construction funds, inspect, and approve work at various stages, report progress of work, development, implementation of program projects.
  • Serves as the backup to Facility Supervisor in the day-to-day operations of all facilities maintenance and management operations. To include but not limited to mechanical, electrical, plumbing, and grounds. Supervises staff to meet standards and maintain operational efficiencies.
  • Maintains library district facilities by inspecting building, infrastructure, and grounds and reporting structural damages in-order-to facilitate the proper maintenance of district facilities.
  • Ensure that facilities follow local, state, and federal building codes, also including fire safety, general safety, and health hazards protection.
  • Submits work orders and assigns Branch Maintenance Specialists work orders as needed due to facility inspections and preventative maintenance schedules.
  • Responds to emergencies by being present at the district facilities whenever necessary including evenings, weekends, and holidays to perform technical repairs.
  • Performs maintenance and repair services at library facilities by securing lighting and building access, completing preventative maintenance schedules, work orders and safety repairs, to keep equipment, systems, and buildings ready for use.
  • Maintains building accessibility and appearance by overseeing the removal of trash, ice and snow.
  • Oversees library landscaping, janitorial, floors, walls & ceilings, power washing building exterior, cleaning mechanical and electrical closets and replacing lights.
  • Alternates "24/7 On Call Duty" with Facilities Supervisor.


 

20% SUPERVISOR AND TEAM SUPPORT


 

Supervisor support:

  • Responsible for supporting staff in coordinating the daily activities in the Facilities Department. This includes assisting with the schedule and prioritizing daily tasks associated with the operations of the Facilities Department.
  • Supports supervisor with team meetings, training, and mentoring.
  • Assists supervisor with interviewing and hiring new department staff.
  • Assists in monitoring employee learning and course assignments for successful job performance.
  • Assists in the oversight of scheduling, timekeeping, and supervision of the Facilities Department.
  • Assists supervisor with employee performance, including delivering recognition and coaching, supporting ongoing professional development, and providing constructive and timely evaluations.
  • May be asked to assist in crisis situations and to support staffing and scheduling, either in person or by phone when needed.
  • Acts as supervisor in charge when Facilities Supervisor is not available.


 

Team leadership and mentoring:

  • Responsible for supporting staff in leading by positive example and to communicate and collaborate with staff to build a cohesive and well-functioning team.
  • Takes initiative with the daily operations of the facilities and communicates directly with library staff as well as contributes to staff development through formal and hands on training.
  • Demonstrates enthusiastic leadership and support for change implementation.
  • Helps in development of training and safety training for staff.
  • Demonstrates and emphasis safe work practices.


 

5% CUSTOMER SERVICE (internal customers-SLA)

  • COVERAGE: Ensure a Branch Maintenance Specialist is working onsite and available to all facilities for all hours that ALD facilities are scheduled to be open.
  • OPERATIONAL: Ensure that all facilities are fully functioning as designed and properly maintained during all hours the facilities are scheduled to be open.
  • SERVICE: Ensure all necessary services are provided to all ALD facilities to present a clean well-maintained and professional appearance.
  • EMERGENCY SERVICE: Immediately respond to all facility infrastructure emergencies and engage all necessary providers to mitigate the interruption in an expedient manner (ASAP).
  • SUPPLIES: Ensure all necessary utilities and supplies are onsite and available to properly operate all ALD facilities.
  • SUPPORT: May participate in district program events preparation.

Performs other related duties and may contribute to cross-functional initiatives and projects as assigned and requested.


 

Minimum Qualifications:

  • Two to five years of facilities operations experience.
  • Valid Colorado Driver's License with a clean driving record.
  • Ability to work varying shifts, including evenings and weekends.
  • Intermediate technology skills for Microsoft 365 (Word, Excel, Outlook) and familiarity with Microsoft Edge and Microsoft Teams, and an ability to learn and apply new technologies.
  • Knowledge of basic repair and construction tools.
  • Knowledge of Heating Ventilation Air Conditioning, mechanical, plumbing, electrical repairs, and maintenance.
  • Knowledge of computers for the building's operating systems.
  • Skilled in using tools for basic repairs and construction.
  • Ability to understand and or read engineering architectural building plans.
  • Ability to travel between facilities.


 

Preferred Qualifications:

  • Professional designation in facilities or building maintenance trades. FMP, CFM, SFM, etc.



 

Work Environment:

  • Moderate to heavy noise (Heating Ventilation Air Condition System, power tools, construction sites).
  • Ability to work in confined areas.
  • Ability to work both inside and outside in all types of inclement weather conditions.

Physical Activities:

  • Physical activities required to perform essential duties include:
  • Must be able to remain in a stationary position 25-50%of the time.
  • Must be able to move around 75-100% of the time.
  • Ability to lift to 40 lbs.
  • Ability to carry up to 40 lbs
  • Ability to push and pull a cart weighing up to 100 lbs.
  • Ability to kneel, crouch, reach and stoop 50% of the time.

  • Ability to bend, stoop, reach, and push carts weighing 100 pounds or more, ability to lift 40 pounds unassisted regularly and 51 or more pounds assisted occasionally required.
  • Must be able to work on equipment that will require you to work off the ground and on the equipment.
  • Frequency or repetitive actions which includes typing, walking, and driving.
  • Bending, grasping, stretching without limitations which includes snow removing and using tools.
  • Lifting above your waist and head up to 40 lbs.
