Job Description

Essential Job Functions

  • Creates and administers the departmental budget. Maintains fiscal control of departmental expenditures. Develops short and long-range strategic plans to ensure quality library services and adequate resources to meet goals.
  • Promotes and develops public relations, ensuring staff meet service standards in assisting patrons; resolves public complaints and takes responsibility for appropriate action. Serves as a community advocate for public support and fosters positive relationships with local organizations through partnerships.
  • Oversees annual statistical reporting, including city and state requirements, and interprets data to present to the public.
  • Participates in board activities associated with the Library Foundation and Friends of the Library and administers and oversees the functions of the Library Advisory Committee.
  • Represents the library at City Commission meetings and prepares agenda items and supporting documentation as required.
  • Represents the City at Library Directors Advisory Committee (LDAC) for the Pinellas Public Library Cooperative (PPLC).Chairs PPLC Special Interest Group (SIG) meetings as required.
  • Reviews, develops, and revises library policies, in conjunction with library management team.
  • Acts as facility manager for the library building ensuring safety and maintenance.
  • Effectively supervises, develops, and evaluates professional and non-professional level personnel. Promotes professional development opportunities for staff. 
    Provides information to other Departments, elected and appointed officials, and the public.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Being flexible, proactive, and progressive while developing resolutions to community issues and general concerns.
  • Ability to effectively communicate and collaborate with elected officials, fellow Department Directors, the general public, and Staff in an effort to achieve common goals, objectives, and outcomes.
  • Ability to develop and maintain effective working relationships.
  • Through knowledge of modern library principals, practices, and procedures; and the organization and management principals of library administration.
  • Ability to develop and implement library programs, procedures and services in line with the City’s vision, recognizing the interest and needs of the community.
  • Demonstrated ability to direct and effectively supervise professional and non-professional level personnel.
  • Ability to effectively speak and present to public groups and civic organizations.
  • Ability to develop and direct an effective public relations program relating to the operations of the Library.
  • Knowledge and ability to recommend and implement new library technologies.
  • Ability to write and present clear, concise reports.

TRAINING AND EXPERIENCE

Master’s degree in library science from an American Library Association accredited college of university. Five years of progressively responsible professional library experience of which at least two years must be in direct administration and/or supervision of library operations. Valid Florida Driver’s License.
