Job Description

Position Summary

The primary focus of the Outreach Supervisor is to develop and oversee strategic and innovative initiatives to achieve JCLS’s mission and strategic goals and to coordinate with staff across all 15 branches of the District to provide library outreach and services within the communities served. This Librarian supervises the Outreach staff and provides guidance to other departments and branches in the area of outreach in general.  


 

Duties and Responsibilities

  • Oversees the development of District-wide outreach goals and directs the Librarians, Branch Managers, and support staff in the planning, coordinating, and administering of outreach events on a local library and District level.
  • Supervises, leads, and mentors a dynamic team of librarians and library specialists that provide excellent and relevant customer service in the areas of Outreach to Child Care, Education Services, Business Services and At Home Services.
  • Collaborates with the Programs Coordinator in planning complementary outreach opportunities in support of Summer Reading and Rogue Reads programs.
  • Translates JCLS strategic goals into clear, actionable direction specifically for outreach staff and generally for JCLS staff.
  • Hires, supervises, supports, develops and evaluates staff directly responsible for the expert provision of Outreach services.
  • Helps to identify and address training needs and development areas for all staff as it relates to outreach.
  • Assists with monitoring the annual budget for the Community Engagement department, including coordinating budget requests and monitoring spending activity throughout the fiscal year.
  • Collects, synthesizes, and analyzes qualitative and quantitative data to evaluate outreach services.
  • Collaborates with community partners and maintains a comprehensive database of all community organizations that organize outreach events.
  • Coordinates staff, communicates with the library’s Marketing team, and makes other necessary arrangements to attend outreach events with requisite materials to showcase library resources to the community.
  • Attends professional meetings and conferences to keep up with the latest trends and advances in outreach; maintains an awareness of new technologies.
  • Serves as liaison with community groups and identifies and analyzes emerging community issues and needs to determine direction for outreach services.
  • Communicates with supervisor, employees, volunteers, other departments, service providers, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Leads, coordinates and/or serves on various internal and external committees.
  • Knows and understands the American Library Association’s Bill of Rights, Freedom to Read Statement and Freedom to View Statement, recognizing that freedom of access is a fundamental tenet of a public library. In addition to these freedoms, support client discretion of materials available at the local library(ies).
  • Follow all legal and policy requirements related to patron privacy and custodianship of patron records.
  • Regular attendance.
  • Performs other duties as assigned or required.

Requirements

MINIMUM QUALIFICATIONS

  • Master’s Degree in Library and Information Science from a ALA accredited institution OR an equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the duties as described.
  • Three years of library outreach experience.
  • One year of supervisory experience.

PREFERRED QUALIFICATIONS

  • Experience working in a multi-branch system

SPECIAL REQUIREMENTS/LICENSES

  • Criminal background check required.
  • Must have valid driver’s license if needed to drive District vehicles.
  • Must be able to travel to other locations to perform work, and/or attend work-related meetings, workshops or conferences.
Benefits & Additional Compensation Info

Compensation

JCLS has a 16-step salary schedule with each step at 1.5%. The starting salary will be based on steps 1-5 on Grade R of the schedule. New hires are placed based on applicable education and experience to the job, as well as keeping within Oregon state pay equity laws. The starting range for this position is $34.41 to $36.55 per hour. This range includes a 3% cost of living adjustment effective July 1, 2025, pending Board approval. Staff members who pass a Spanish language competency test are eligible for a Bilingual Stipend per JCLS policy.
